PERFORMANCE WORK STATEMENT

Performance Work Statement Defense Installations Spatial Data Infrastructure (DISDI)

Technical Support

Part 1 General Information

1. GENERAL: The Office of the Assistant Secretary of Defense for Sustainment (OASD(S)) is responsible for policy, guidance, and oversight of real property and installation lifecycle management and related core business mission activities across the Department of Defense (DoD) enterprise. The Infrastructure Directorate (DASD Infrastructure) within the OASD(S) is implementing the Defense Installations Spatial Data Infrastructure (DISDI) Program to improve DoD core business missions through the standardization and application of geospatial technology solutions. This is a non-personal services contract to provide the DASD(Infrastructure) with analytical, technical, administrative and management support needed to execute the DISDI Program requirements defined in Section 5 (below). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the DASD(Infrastructure) Office with analytical, technical, administrative and management support for geospatial data and services.

1.2 Background:

DoD Instruction 8130.01, Installation Geospatial Information and Services (IGI&S), defines a variety of responsibilities for governance, standards development, and geospatial support within the Office of the Secretary of Defense. The former ASD(EI&E), now part of the ASD(S), established the DISDI Program to execute these responsibilities. The DISDI Program provides geospatial data architecture, standards development, technical guidance development, and mapping and analytic capabilities specifically focused on DoD installations management functions. The DISDI Program also provides geospatial mapping and analytic support to meet requirements of the Office of Economic Adjustment, DoD Explosives Safety Board, Personnel & Readiness, Reserve Affairs, Legislative Affairs, and Policy. The program coordinates geospatial requirements of the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) with the National Geospatial-Intelligence Agency (NGA) as required by DoD Instruction 8130.01, and represents A&S geospatial equities both within DoD and at the inter-agency level through the Federal Geographic Data Committee. In addition, the program ensures that the DoD business mission area complies with the obligations of Executive Order 12906 and OMB Circular A-16 for geospatial assets, and provides investment oversight through the EI&E Functional Business Governance Board process by ensuring the Components adhere to common spatial data standards and system architectures, exercise uniform portfolio management practices, and account for their investments in geospatial information resources across the built and natural infrastructures of defense installations (implements requirements of Sections 186, 2222, 2366a, 2366b, 2445a and 2445c of title 10, United States Code).

Commercial-off-the-shelf (COTS) software, along with open source and Government developed software, is used to develop and test data, develop standards and provide geospatial analysis and products.

1.3 Objectives

The primary objective of this PWS is to provide the DASD(Infrastructure) Office and the DISDI Program Manager (PM) with analytical, technical, administrative and management support for geospatial services. See detailed tasks in Section 5.
