Notice of Intent to Sole Source

THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S

INTENT TO ISSUE A SOLE SOURCE AWARD TO ASIS INTERNATIONAL (1625 Prince

Street, Alexandria, VA, 22314-2882; CAGE Code: 1QCH1) for Review and Revision Services of Standard ANSI/ASIS PSC.2-2012 (Conformity Assessment and Auditing Management

Systems for Quality of Private Security Company Operations). This notice is made in accordance with Federal Acquisition Regulation (FAR) 5.203(a) and 5.207(c)(15).

The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate

(WHS/AD), on behalf of the Office of the Under Secretary of Defense for Acquisition and

Sustainment (OUSD(A&S)), Logistics and Materiel Readiness (L&MR), will award a sole source purchase order to ASIS International for private security company (PSC) third party certification services; namely, the review and revision of standard ANSI/ASIS PSC.2-2012. This action will be made under the procedures of FAR Subpart 13.5 under the authority of 41 U.S.C.

1901, Simplified Acquisition Procedures.

This action is required pursuant to Section 833 of the National Defense Authorization Act

(NDAA) of 2011, which directed the DoD to develop and implement business and operational standards for PSCs. This work included development of a conformity assessment standard, published as American National Standards Institute (ANSI) standard ANSI/ASIS PSC.2-2012, Conformity Assessment and Auditing Management Systems for Quality of Private Security

Company Operations. ANSI rules require standards to be reviewed every five years with decision to reaffirm, revise, or withdraw the standard. Therefore, to maintain its validity for use in DoD contracting, review and revision of the standard must occur. ASIS International is the only ANSI accredited standards developer that can review and revise the standard. ASIS

International will provide services for a period of performance of one (1) year, which is anticipated to be 31 July 2018 to 30 July 2019.

The NAICS code is 813920, “Professional Organizations,” with a small business size standard of

$15,000,000.00. WHS/AD anticipates negotiating and awarding a firm-fixed-price (FFP) purchase order to ASIS International for this requirement in the fourth quarter of Fiscal Year

(FY) 2018. Once award is made to ASIS International, a sole source justification will be posted to the Governmentwide Point of Entry (GPE), FBO.gov, in accordance with FAR

13.501(a)(1)(iii).

This notice of intent is not a solicitation and the Government will not reimburse any costs associated with responding to this notice. However, interested parties may identify their interests and capability to fulfill this requirement by responding to this notice by 11:00 am, July 6, 2018, Eastern Standard Time via email to steven.a.novotny.civ@mail.mil. A determination by the

Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received by the response date and time will be considered.
