REQUEST FOR INFORMATION

WASHINGTON HEADQUARTERS SERVICES

ACQUISITION DIRECTORATE

1. GENERAL INFORMATION

The office of the Deputy Director, Acquisition Resources and Analysis (ARA), Enterprise Information (EI), within the office of the Under Secretary of Defense (Acquisition, Technology, & Logistics (OUSD (AT&L)), is conducting market research in support of a potential five-year Multiple Award Task Order Contract (MATOC) with an estimated ceiling of $35 million, to be competitively awarded to no more than two GSA Schedule 70 small business vendors.

1.1. BACKGROUND

OUSD (AT&L) oversees Department of Defense (DoD) acquisition, and establishes policies to support it. The effective supervision and improvement of acquisition processes and outcomes requires quality, timely, and accurate data, as well as actionable information. Once empowered with authoritative acquisition data, and insights from that data (known as Acquisition Visibility (AV)), DoD leadership can better report, analyze, and make informed decisions on the Department’s complex acquisition portfolio.

In support of this effort, ARA/EI has the responsibility of identifying, obtaining, managing, and delivering timely access to accurate, authoritative, and reliable data to the Defense Acquisition Community, OUSD acquisition executive leaders, and OUSD and component analysts.

1.2. CAPABILITY DELIVERY

For ARA/EI purposes, capability delivery is defined as the delivery of software-enabled functions, processes, tools, applications, and services that expose, display, or process acquisition data to allow users to access, view, aggregate, analyze, report, or otherwise employ this data to support acquisition decision-making across the Defense Acquisition Community. Capability delivery may include the planning, design, prototyping, development, testing (capability, user, and integrated), deployment on a Government-furnished environment(s), user training / new capability training, technical documentation, system administration, help desk, sustainment, maintenance, applicable licensing, DoD system security compliance, and upgrade of the acquisition data and information capability(ies). Capability delivery may also include associated administrative, management, and technical support necessary to successfully implement and manage new capabilities.

1.3. CURRENT ENVIRONMENT

Within ARA/EI, multiple contractor teams support AV by providing functional, technical and data expertise, or delivering and maintaining capabilities. All contractor teams must collaborate with each other and collectively serve an integrated AV team. AV is achieved by the integration of existing, fielded capabilities, specifically developing capabilities, architecture, and operating environments, to include the Defense Acquisition

Management Information Retrieval (DAMIR), Acquisition Information Repository (AIR), Defense Acquisition Visibility Environment (DAVE), and Lyt.

DAMIR supports Major Defense Acquisition Program and Major Automated Information System (MDAP/MAIS) Congressional, statutory, and regulatory reporting requirements.

AIR is a centralized, searchable repository of approved acquisition milestone documents for MDAP and MAIS programs.

DAVE is being developed as a single access point for Acquisition Visibility Applications and an architecture framework for all Acquisition Visibility capabilities. DAMIR and DAVE are supported by long-term contracts. AIR is jointly supported by a contractor and Government team.

2. SCOPE

Under this potential Multiple Award Task Order Contract, ARA/EI seeks additional contractor support to join its contractor team to provide additional capability delivery and application development capacity, assist with DAVE platform development and sustainment, provide systems administration, systems engineering, and other technical support services under NAICS code 541512, Computer Systems Design Services.

3. POTENTIAL PERFORMANCE REQUIREMENTS

The provision of AV Capability Delivery and Support may include utilizing existing commercial software, Agile development methodologies, an API-First development strategy, and open systems architecture approaches. Competitive task order requirements under this potential MATOC may include, but may not be limited to, the following:

• Delivery of tools, applications, and capabilities, DAVE application development, systems administration, systems engineering, service desk support, and other technical support services

• Systems administration support to AV Capabilities deployed on Government networks or cloud-based environments

• Support to information systems engineering and systems architecture design and support

• Technical Capability testing, including developing test plans, creating test data, unit tests, integrated tests, and support user acceptance tests, providing test results

• Performing data analysis, data science, data management, developing and maintaining data business rules, data governance, data definitions, data dictionaries, identifying resolving discrepancies, and performing data quality analyses

• Performing systems administration, Tier 1, 2, and 3 help desk support for DAVE and related Acquisition Visibility Capabilities with monthly call volumes of approximately 100 to 500 calls per month with approximately 80% Tier 1, 15% Tier 2 and 5% Tier 3

4. RFI RESPONSE REQUIREMENTS

In ten (10) pages or less, not including the pages required to complete the software experience matrix at question 8, provide responses to the questions below. The experience questions below and the software experience matrix are very specific.

Experience for every item (questions 1 through 6 and every software item in 8) is not required in order to submit an RFI response.

4.2. Describe your firm’s or your team’s experience in the last three (3) years performing application development of capabilities similar to the potential performance requirements at paragraph 3 above within the DoD.

4.3. Describe your firm’s or your team’s experience in the last three (3) years developing applications in support of Major Programs, if any.

4.4. Describe your firm’s or your team’s experience in the last three (3) years performing application development of capabilities employing an API-first strategy.

4.5. Describe your firm’s or your team’s experience in the last three (3) years performing systems administration of capabilities and environments hosted on Amazon Web Services and MilCloud including implementing the administrative, technical, and physical safeguards and controls required in accordance with the DoD Cloud Computing Security Requirements Guide.

4.6. Describe your firm’s or your team’s understanding of DoD information security requirements including:

• DoD Directive 8500.01E, Information Assurance (IA)

• DoD Instruction 8500.02, Information Assurance Implementation

• DoD Directive 8570.01 IA Training, Certification, and Workforce Management

• DoD Directive 8570.01-M Information Assurance Workforce Improvement Program

4.7. Describe if in the last three (3) years your firm or your teaming partners experienced an information security breach of any capabilities or networks developed or maintained by your firm or partner that qualified as a cyber incident.

4.8. Describe your firm’s or your team’s experience in the last three (3) years with the listed software tools:
