SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS – Standard Form 330 (SF 330) (Attachment (A)) – All information is to be submitted on the SF 330. The Offeror is required to complete Part I Contract Specific Qualifications and Part II Architect – Engineer Qualifications.

The A-E firm must demonstrate the team’s qualification with respect to the published evaluation criteria for all services as described above. Failure to provide complete submission information defined in the evaluation factors may affect a firm’s qualification evaluation.

Selection shall be based on the following criteria listed in descending order of importance (sub-items listed under a criteria are of equal importance).

1. Specialized Experience and Technical Competence

2. Professional Qualification

3. Past Performance

4. Capacity and Location

5. Design Capability

6. Cost Control Effectiveness

7. CADD, GIS, BIM, P6 Capability

8. Volume of Work

Evaluation Factor 1. Specialized Experience (SF 330 Part 1, Section F): Firms will be evaluated on specialized experience and technical competence of performance similar to those anticipated under this contract through evaluation of:

a) experience with design of renovation, alteration, repair and new construction of relevant commercial and government facilities.

b) experience with historic preservation (the Pentagon is a registered Historic Building), DoD anti-terrorism/force protection regulations, project risk analysis, project consultation with the National Capital Planning Commission, Commission of Fine Arts, and State Historical Preservation Office.

c) experience with energy conservation, pollution prevention, waste reduction, use of recovered materials, low impact development, MS4 Storm Water Management, and sustainable design using SPIRIT or LEED reporting tools;

d) experience in field investigations, surveys, and subsurface investigations

Submission requirements: Provide up to 5 total relevant projects with the design completed within the past 7 years from the date of this Notice.

• Submit one (1) renovation design with a construction cost over $1,000,000.

• Submit one (1) historic preservation design of relevant commercial or government facility, which has project consultation with NCPC, CFA, and SHPO.

• Submit one (1) new construction design that demonstrates experience with design bid-build (DBB) with a construction cost over $10,000,000.

• Submit at least one (1) exterior relevant project (such as pavements, lighting, or utilities) with a construction cost of $400,000 or more.

• Submit one (1) campus/installation-wide master planning, sustainability, or energy audit project.

The Government prefers that separate projects be submitted for each of the above five categories. The same project may be submitted for any or all of the above five categories;

however, the same project submitted multiple times will count as multiple projects toward the total five allowed. Thus, for example, if a single project is submitted in response to two categories it will be counted as two projects of the total five allowed.

Firms that submit projects where construction has been successfully completed and client accepted the final design package for DBB or DB in accordance with the offeror’s design, will be rated more favorably. A floor plan, site plan, or other appropriate drawing, and a minimum of two photographs shall be included for each project where construction has been successfully completed.

Do not utilize experience of a proposed subcontractor to demonstrate experience.

All projects provided in the SF 330 must be completed by the office/branch/regional office/individual team member actually proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF 330 part 1 Section F Item 25 “Firms from Section C Involved in this Project,” block (1). Include a contract number or project identification number in block 21. Include an e-mail address, and phone number for the point of contact in block 23(c). Include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above.

If the offeror served as a subcontractor on a submitted project, indicate the value and significance of the work the offeror provided as a subcontractor toward the performance of the overall project. The description should clearly describe the work actually performed by the offeror/team member as a subcontractor and the roles and responsibilities of each on the project, rather than the work performed on the project as a whole.

If a project was performed by a joint venture, and not all joint venture partners are on the team proposed for this contract, the offeror/team should specifically address the significance of the work performed by the joint venture partner offering/teaming on this contract.

If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

Projects submitted on the SF 330 in Part 1 Section F shall be completed design projects (client accepted the final design package for DBB or DB). Projects where the design was not completed will be excluded from evaluation consideration. If the client accepted the final design package but chose not to construct; provide reason(s) in Section F. Do not list an IDIQ contract as an example project. Instead, list relevant task orders or standalone contract awards.

NOTE: If the Offeror is a joint venture, information must be submitted as a joint venture;

however, if there is no information for the joint venture, information should be submitted for either joint venture partner, not to exceed a total of five (5) projects.

NOTE: Firms who demonstrate performance of relevant projects within the NCR to include, Washington, DC, Virginia, Maryland, and Pennsylvania will be rated more favorably.

Evaluation Factor 2. Professional Qualification and Technical Competence (SF 330 Part 1, Section E & Section G): Firms will be evaluated on professional qualifications necessary for satisfactory performance through evaluation of:

a) professional qualifications and technical competence, by discipline, of the key personnel proposed to accomplish this work. Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unique expertise and shall include as a minimum: program manager, architect, licensed fire protection engineer, civil engineer, structural engineer, mechanical engineer, electrical engineer, landscape architect, cost estimator, and scheduler;

b) education, experience, registration, management ability of key personnel assigned to the contract and any applicable outside consultants;

c) assurances that the proposed key personnel will be available to perform the contract such as proposing current employees, proposing a plan to hire/retain the proposed key personnel or furnishing letters of commitment from the proposed key personnel

Failure to provide a balanced cadre of personnel in the areas and disciplines listed above will result in the firm being considered not qualified. Firms may submit additional key personnel which will be evaluated.

Submission Requirements: Complete one Section E for each key person. Relevant projects submitted in Section E shall, at a minimum, demonstrate relevant experience within the five

(5) years prior to the date of issuance of this notice.

Evaluation Factor 3. Past Performance (SF 330 Part I, Section H): Firms will be evaluated on recent past performance for up to five total contracts with Government agencies or private industry in terms of cost control, quality of work, responsiveness to issues and changes and compliance with performance schedules. Recent Past Performance is defined as projects completed up to seven (7) years from the original date of this synopsis. Evaluation Factor 1 projects may be submitted under this Evaluation factor. If the project submitted was not also submitted under Factor 1 then the offeror must submit the information required under Factor 1 for that project. The same limitations/requirements concerning subcontractors, projects performed by joint venture partners or projects performed by the offeror as a subcontractor apply to projects that were not also submitted under Evaluation Factor 1.

Evaluating past performance will include information provided in completed Past Performance Questionnaires (PPQs) (Attachment (B)) and/or completed CPARS/ACASS Evaluations. The evaluation may include information other than that provided by the offeror to include Government databases (PPIRS). Failure to provide the requested data may render the firm less qualified. Indication of awards, and repeat clientele in Section H of the SF330 is recommended.

NOTE: Indication of superior performance evaluations on recently completed DoD contracts may be rated more favorably.

NOTE: Firms who demonstrate performance of relevant projects within the NCR to include, Washington, DC, Virginia, Maryland, and Pennsylvania may be rated more favorably.

Submission Requirements: Submit a completed CPARS/ACASS Evaluation (if available) for each project. Firms that do not have a completed CPARS/ACASS Evaluation for a project, are required to submit a Past Performance Questionnaire (PPQ). The Past Performance Questionnaire (PPQ) (Attachment B) included in this notice is provided to the offeror or its team members to submit to the client for each project.

Evaluation Factor 4. Capacity and Location (SF 330 Part 1, Section H): Firm shall demonstrate capacity and staffing to accomplish the work in the required time and the capacity to accomplish multiple simultaneous task orders within the required timeframe. Offerors may be working in controlled areas and are expected to ensure personnel (prime and sub- contractor) badging, access requests, and permits are kept current for duration of task-orders.
