V. Justification for the cited authority (FAR 6.303-2(b)(5))

PFPA’s Police Department standard uniform items use the brands mentioned above. It is essential for the PFPA’s Police Officers to continue with the current brands as procuring similar uniform items will be disruptive to PFPA’s mission.

First, any uniform variation will be inconsistent in functionality; it will affect an officer’s ability to effectively perform security tasks. The brands mentioned has been field tested and proven to perform over time that is familiar to the officers.

Second, clothing has a significant psychological influence on people's perceptions. The crisp uniform of the police officer conveys power and authority. Therefore, a lack of uniformity and formality would diminish PFPA’s Pentagon Police officers’ credibility and public perception.

Any slight alterations to the style of the uniform will change how citizens will perceive the police officer. Citizens tend to be more cooperative with his or her requests when a police officer’s appearance is trustworthy. People also tend to curb their illegal or deviant behaviors when a police uniform is visible in the area.

Third, PFPA Police Officer current uniforms have specifically placed police badges and identifiable markings on the uniform, which can aid in the detection of imposters. The threat of unauthorized personnel gaining access to DOD facilities by using fake uniforms and duty gear is a serious one with potentially dire consequences. Complete uniformity of appearance is of paramount concern to PFPA.
