Synopsis:

Sources Sought and Request for Information

Mobility Analyses - Programmer Support

This Sources Sought notice is not a request for competitive proposals and no solicitation package is currently available. However, firms that believe they can provide the needed services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact by the below stated date (See Directions). Such documentation will be evaluated by the Washington Headquarters Services (WHS) / Acquisition Directorate (AD) solely for the purpose of determining the availability and potential technical capability of all businesses in providing the requirement.

1. Background.

The organization requesting this work is the Office of the Director, Cost Assessment and Program Evaluation (OSD (CAPE), or CAPE). CAPE provides the Department of Defense (DoD) with timely, insightful and unbiased analysis on resource allocation and cost estimation problems to deliver the optimum portfolio of military capabilities through efficient and effective use of resources. CAPE’s Projection Forces Division (PFD) focuses on analysis and assessment of DoD’s mobility system (primarily airlift, aerial refueling, sealift, and prepositioning) with the aid of numerous computer models; chief among those is the Analysis of Mobility Platform (AMP) model. CAPE has historically used this task to provide programmer support for AMP and other related models. Programmer support is necessary to maintain models and debug problems in a timely manner. This is essential to ensure the analysis being supported is not interrupted due to software glitches. PFD is the office requesting this work.

2. Scope

ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice.

NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE

541511 – Custom Computer Programming Services

Under this Performance Work Statement, the contractor will provide programmer support for the AMP federation of models, the Next Generation Tanker Scheduler/Employment (NGTSE) and other models or tools as directed.

3. Tasks

3.1 Maintain Models. The contractor will provide software maintenance support of the AMP federation, the NGTSE, and other models as directed.

3.1.1 Performance reviews shall include, diagnoses and correction of all discrepancies found. The contractor must demonstrate a thorough knowledge and understanding of the models as ongoing studies would be placed at risk if discrepancies are not corrected expeditiously.

3.1.2 Implement other minor corrections, patches, and debugging, as specified by the CAPE task monitor, not otherwise discussed in this task.

3.2 Database Maintenance. The contractor shall have a thorough knowledge of the operations and maintenance of databases that support AMP and NGTSE models and will work with PFD to ensure the databases are current, accurate, and functional. The databases include force lists acquired from the services and the Joint Staff and other government agencies which are then converted to model-executable data sets. Working with these databases may require manipulation in ORACLE, flat file formats, PERL, Access, Excel, and other formats as designated.

3.3 Support Validation and Verification Efforts. The contractor will provide support to document changes and troubleshoot verification and validation tests on any changes or improvements to the models. In addition, the contractor will assist CAPE staff in preparing reports detailing any such changes or improvements. These reports may include text reports and/or Power Point presentations. Additionally, provide support to comparative model runs before and after desired revisions.

3.4 Operate Models. Support operation of models described in section 2.0 (Scope). This task includes but is not limited to setting up the models and creating executable air and sea transportation plans and scenario files. This task includes the creation of executable force lists.

3.4.1 Generate and Analyze Model Output: Run each of the models, generate data output, verify results, and address all erroneous features. Model runs will be structured using test case design to allow the variance of data input parameters in a systematic fashion. Data outputs for each model run will be organized into a logical file structure and documented to allow differentiation.

3.4.2 Support Model Training: Training will primarily be the responsibility of PFD analysts. Programmers shall be prepared to support training and answer technical questions in support of the models that arise during training sessions. The Programmers shall provide support to PFD analysts in the development of training materials suitable for one-on-one tutoring or in a classroom setting.

3.4.3 Programmer Requirements: The contractor shall provide a programmer and or programmer/analyst with adequate education, experience and expertise in a military or operations research-related field. Previous experience with the MIDAS and NGTSE models is highly preferred. Further, the contractor must ensure, to the maximum practical extent, that qualified personnel are retained to support PFD in the areas described above.

4. Historical Level of Effort

The historical level of effort for this support contract has been 1040 man-hours per year on site for a Principal Technologist, with periodic reach back capability for assistance on technical issues to a Senior Technical Professional of 60 hours per year. The support required at this time no longer requires an on-site Principal Technologist, but rather shall require full reach back to various skill levels of model support. The total annual man-hours are expected to be 1015 hours, 50% of which shall be dedicated to the support of the new NGTSE model. Surge capability may be required to support short notice analytic efforts.

5. Security

Contractor would need to maintain a Secret clearance level for the duration of the contract.

6. Period of Performance

The anticipated period of performance for this effort is five (5) years; a 12-month base period, and four (4) 12-month option periods. Service is anticipated to commence in September 2016.

7. Directions

Companies responding to this Sources Sought notice should respond to all of the requirements above demonstrating capability. Responses should be concise with only the pertinent information requested, not to exceed 2 single-spaced pages.
