Solicitation HQ0034-15-T-0008 Questions and Answers 11/19/14

Q: There is no quantity in the bid to base pricing on for neither this contract nor the type of ammunition you require. Where is it?

A: In the clause 52.212-2 Evaluation – Commercial Items, section (d):

“Line Items: See attached requirements document for a complete list of ammunition. Contractors may propose alternate items if they believe substitution justified. Alternative items must be clearly denoted as such and marked with the legend "Alternate Item" and reference the replaced item. Please note, the ammunition list is subject to change to reflect real-world developments.”

On page 26 of the solicitation, there is a table to provide the price and the lead time for each type of ammunition the Govt anticipates to purchase. This table will be evaluated IAW 52.212-2(d), “Price evaluation will occur on a comparative item-by-item basis.”

11/19/14 Revision - Additional Information pertaining to this section: For a vendor to provide ammunition to the Federal Govt, the vendor must be an authorized reseller or the manufacturer of that particular ammunition. If the vendor submits an “or equal” product instead of the brands listed, again, the vendor must be an authorized reseller of that “or equal” brand. The Government will ask for proof that the vendor is an authorized reseller before award is made. Do not send in proof of authorization until you are determined the awardee. In addition, the Government will not accept any gray market or 3rd party ammunition.
