Special Notice: Intent to Bundle Requirements (DOD-Funded) FBO Reference #: HQ0034-14-R-0074 FBO Reference Title: Analytic & Technical Support Services (ATSS)
This is not a request for either a quote or proposal. The purpose of this notice is to state the Government’s intent to bundle analytic and technical support service requirements for the Department of Defense (DOD) Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)).
Two or more analytic and technical support service projects have been purchased from small businesses over the last five years. Therefore, and based on the anticipated ceiling of $300M, the Contracting Officer has concluded this project requirement meets the definition of a significant bundling of contract requirements. Further, the bundling is necessary and justified by measurably substantial benefits in terms of labor cost savings, reduction in acquisition lead times, and Government personnel cost savings.
The North American Industry Classification System (NAICS) Codes for this requirement are 541611 and 541990 with a size standard of $14M for both.
The Government anticipates awarding multiple Indefinite-Delivery / Indefinite-Quantity (IDIQ) contracts with Periods of Performance of a base year plus four option years. This procurement will be a full & open competition with small business set-asides reserved for a portion of the requirement.
The Government intends to use FAR Part 15 evaluation, source selection, and contract award.
The solicitation will utilize source selection procedures which require offerors to submit a technical proposal and a price proposal for evaluation by the Government.
The Government plans to post the solicitation to FedBizOpps on or about 02 July 2014 and a draft solicitation in mid-June.
