SOURCES SOUGHT NOTICE

Request for Information (RFI) ONLY for Market Survey of Potential Contractors Business Application Support Services (BASS)

Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (OUSD [AT&L]), Information Technology Management, eBusiness Center is considering offering a contract for specific support services (Management Support, Application Development, and Operations Support) as stated in “Task Areas” below. The eBusiness Center supports the application of eBusiness techniques and solutions to internal business processes and systems supporting OUSD(AT&L) mission functions. Key mission functions include oversight of Department of Defense (DoD) acquisition programs, science and technology, research and engineering, logistics, environmental security and industrial preparedness. The eBusiness Center takes an enterprise view of internal business processes and legacy systems and initiates integrated design and development efforts to consolidate and integrate common related business requirements and deliver modernized eBusiness solutions.

The Government is considering offering a single award for a base year plus three (3) option years.

The requested capabilities statement for this sources sought market research is not to be a proposal, but rather responses to the questions asked below and statements regarding the vendor’s existing experience. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.

Responses from “all” sources is requested including Small Businesses, 8(a) small businesses, HUBZone small businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses. The applicable North American Industry Classification System (NAICS) code is 541511 with a size standard of $25,500,000.00.

Interested parties who believe they have the ability to provide the required services as a prime contractor are invited to supply a capabilities statement of no more than five (5) pages (12 pt. font).

Submissions must include:

1. Complete Business Name, including Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code.

2. Contact Information (Respondent's name and title, address, telephone, e-mail).

3. Business Size and Classification (large, small, small-disadvantaged, SBA Certified 8(a), HUBZone, service-disabled veteran-owned, etc.) under NAICS code 541511.

4. List of GSA Schedules and/or other Multiple Award contract vehicles (if any) that interested party has been awarded and can be utilized for this requirement.

5. Probability of providing a proposal for a performance work statement based on the below capabilities. (Respond with high, medium, or low probability.) Response will not be used in future actions as a result of this RFI or impact the assessment of capabilities for this RFI.

6. Capabilities statement that addresses knowledge, experience and past performance for the task areas outlined below. Evidence of experience and past performance working with Department of Defense (DoD) organizations should include contracts/task orders from the past three (3) years similar in type, size, and scope. Examples must include contract numbers, project titles, dollar amounts, periods of performance, and points of contact with telephone numbers or email addresses.

TASK AREAS

A. Management Services.

i) Information technology (IT) portfolio management within the DoD to include applicable directives and the various DoD required toolsets to include Deputy Chief Management Officer (DCMO) guidance.

ii) Software quality assurance management using industry standard tools.

iii) Information Assurance activities including Information Assurance Officer (IAO) responsibilities, Defense Information Systems Agency (DISA) Compliance Visits (CV), Information Assurance Vulnerability Alerts (IAVA), Vulnerability Management Systems (VMS) and incident response.

iv) DoD Information Assurance Certification and Accreditation Process (DIACAP) packages for Office of the Secretary of Defense (OSD) information technology systems, to include application directives.

B. Application Development.

i) Waterfall and Agile methodologies for software development and value of each methodology.

ii) Utilization of commercial-off-the-shelf (COTS) development suites of tools for software development and delivery within Agile framework.

iii) .Net/C# development environments within DoD meeting DISA Security Technical Implementation Guides (STIG) requirements.

iv) Mobile application development within DoD.

C. Operations Support.

i) OSD technical environment.

ii) IBM blade server technologies and VMWare virtualized server environments to include the ability to provide configuration, installation and support.

iii) Multiple operating system (OS) environments including Windows Server and Red Hat Linux.

iv) Oracle and Microsoft SQL database infrastructures maintenance and operation within DoD environments.

v) DoD hosted web environments including basic hypertext markup language (HTML) public-facing websites, Oracle WebCenter Interaction Middleware,Microsoft SharePoint and applicable DoD standards and guidance.

vi) User accounts, public key infrastructure (PKI) enablement and identity and access management (IdAM).

vii) Capability Maturity Model Integration (CMMI) and/or International Organization for Standardization (ISO) standards implementation for software and services at the project and company level and how this could be used to improve program performance.

viii) Utilization of the Defense Property Accountability System (DPAS) to respond to security sensitive property requests and financial reporting requirements.

D. Other Relevant Information

i) Ability to provide sufficient manpower for full time support in multiple locations in the National Capital Region.

ii) Ability to provide sufficient personnel with completed minimum interim security clearances (secret) as required by multiple work environments.
