FOR OTHER THAN FULL AND OPEN COMPETITION

1.Agency/Contracting Activity:

2. Description of Action: Request approval to issue Firm Fixed Price (FFP) contract with Limited Source Justification (LSJ) utilizing the Federal Supply Schedule (FSS) for annual maintenance/support renewal plus 4 option period renewals for subscription licenses and maintenance services for Zeroedin (CLO)-Dashboard Enterprise subscription support plan services which includes all the benefits of the Basic Software Support Plan; free upgrades, telephone and e-mail support, online access to documentation, best practice guides, manuals, knowledge base, and support-related RSS feeds. The base year period of performance is 03/01/14 ~ 2/28/15 with 4 option periods.

3. Description of Services or Supplies: Zeroedin CLO Dashboard is a strategic reporting and decision-making system for chief learning officers, learning managers and executives. CLO Dashboard is built on a DAU corporate performance management framework and is tailored to the learning industry with predefined Key Performance Indicators (KPI) including learning efficiency, learning effectiveness, compliance and readiness. The main page of the dashboard shows a series of odometer-style gauges for each indicator and its supported goal. DAU executives can drill down to reveal underlying objectives, key measures, historical and projected trends, and comparative industry benchmarks. The system also keeps track of strategic learning projects by monitoring timelines, resources, and key milestones. CLO Dashboard is 100% web-based and provides interface with other systems using Extensible Markup Language (XML) and Web Services. The system will provides built-in connectors to leading learning platforms deployed in the DAU enterprise architecture.

4. Authority: IAW FAR 6.302-1(a)(2)(ii)(A) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Competition would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition.

5. Reasons for Authority Cited: Under this proposed award, the contractor will independently provide subscription services, software and maintenance support for the use and operation of the Zeroedin (CLO)-Dashboard operational subscription service packages being utilized on several in house operational systems to satisfy the overall operational objectives of DAU. The primary objective of this requirement is to provide for the continued renewal of the annual subscription support services through the use of the proprietary product for test authoring software that also provides testing development and learning evaluations. Thereby providing a capability and a cost-effective way to measure the learning impact and improve performance.

a. During the initial implementation, Zeroedin wrote the integration definitions for DAU and also provided training to teach DAU support staff how to write them. These key measure integration definitions then were scheduled to recur on a regular basis (nightly or weekly) to extract, transform, and load the key measure data from your transactional systems into the DAU CLO-Dashboard repository for analysis, trending, and reporting.

b. The dashboard connects to multiple DAU learning and business systems to extract and transform raw data into actionable information, warning users of impending risks. The system supports drill-down, statistical correlation, and various forecasting algorithms. DAU has custom configured and selected data visualizers including gauges, charts, graphs, and tables for the use within the DAU enterprise network.

c. This is also a follow-on renewal contract action of highly specialized subscription support services. This brand name proposed action will avoid duplication of costs that would not be expected to be recovered through competition as well as prevent unacceptable renewal delays to the government. It is further estimated that the cost to duplicate the level of performance with a dashboard subscription from another manufacturer would exceed $150K.

d. Zeroedin Technologies, LLC, is the sole manufacturer, distributor, and provider of the CLO Dashboard subscription product and licenses currently utilized by the Defense Acquisition University (DAU) in support of our strategic performance planning and progress reporting.

e. Impact CLO Dashboard subscription licenses and certified support can be obtained only through direct purchases from Zeroedin Technologies, LLC.

6. Actions to Increase Competition: At this time similar products from other vendors would not meet DAU’s requirement and require substantial additional cost to the Government which would exceed the amount of this request and would not be compatible with the existing CLO Dashboard infrastructure. To replace existing CLO Dashboard subscription solution systems with a different one would far exceed the cost of just the annual subscription support services for our current CLO Dashboard subscription. The additional cost to the government would exceed the amount of this request; furthermore, substantial duplication of cost to the Government is not expected to be recovered through competition.

DAU is committed to the competitive spirit in all procurement regulations. The Defense Acquisition University will continue to monitor the market to determine the existence of other potential sources/supplies that can meet our requirements and does not impede mission imperatives. DAU will continue seeking sources through market research, industry events, vender demonstrations, and testing of products to foster full and open competition. New requirements and functionalities definitely elevate our desire to seek full and open competition considering all possible sources in ensuring DAU gets the "best technical solution.

7. Market Research: This is a brand name only procurement, Zeroedin Technologies, LLC, is the sole manufacturer, distributor, and provider of the Impact Dashboard software product and subscription license utilized by the Defense Acquisition University (DAU) in support of our strategic performance planning and progress reporting. Zeroedin CLO Dashboard subscription licenses and certified support can be obtained only through direct purchases from Zeroedin Technologies. A copy of the Zeroedin Technologies Certification Letter dated 03 December, 2013 is included along with this procurement package.

8. Procurement History: Past procurement history for CLO-Dashboard.

a. Last Year Subscription Renewal Federal Contract W91QV1-13-P-0041, dated 25 February, 2013.

b. Renewal of Impact CLO-Dashboard annual software subscription had been renewed utilizing acquisition services Cooperative Administrative Support Units (CASU_12-015) contract (FASTRAC) administered by Mid-America CASU since 2005. This contract vehicle expired in 2012.

9. Additional Information to support the justification. Last year, CLO-Dashboard Enterprise Software maintenance and support was awarded via W91QV1-13-P-0002.
