STATEMENT OF WORK (SOW)

Official Portrait of Former Secretary of Defense (FSD) Leon Panetta Dated: 16 May 2013

1. GENERAL. This is a statement of work to provide the official oil portrait for the former Secretary of Defense, Leon Panetta. This portrait is required by the Department of Defense (DOD) as the official portrait of Former Secretary Leon Panetta, suitable for permanent exhibition as part of the Pentagon Collection in the Pentagon Building, located in Washington, DC. The portrait shall be executed by an artist experienced in commissions of Presidential Cabinet level or other Senior/High Ranking Government Officials’ portrait.

1.2 Background. The Department of Defense commissions prominent artists to paint the portraits of Defense Secretaries near or after the completion of their term in office. These portraits become the property of the government and are permanently displayed in the Pentagon as part of the Pentagon Collection. Historically, this has been a tradition since 1947 when Secretary Forrestal's portrait was commissioned. The tradition has continued in which the subject assists in the selection of the portrait artist. The Executive Services Directorate, Washington Headquarters Services, manages the Pentagon Collection.

1.3 Period of Performance (POP): 12-months after contract award, Contractor shall ensure the official portrait is delivered in accordance with the inspection and acceptance section (located herein). The POP includes the initial and second meetings/sittings with the FSD. Earlier delivery is acceptable.

1.4 General Information:

1.4.1 Travel. Contractor shall travel to the West Coast (California/Monterey area) no more than two (2) times for meetings/sittings with the FSD to obtain all aspects and resources necessary to complete this requirement. Contractor shall submit pricing within the proposal for these costs. The meeting/sitting location shall be mutually agreed upon before contractor’s travel is arranged. After necessary sitting(s), the artist's studio is an acceptable work location for completion of the portrait.

The mentioning of “Travel” herein is expressed as any travel outside of the National Capital Region

(NCR).

1.4.2 Inspection/Acceptance. Final inspection and acceptance of the portrait will be accomplished by the Project Officer, either shipped (finish framed, crated and insured) or hand delivery in the National Capital Region (NCR)/Washington, DC.

1.4.3 Ownership/Property Rights: After final acceptance, the completed portrait becomes the exclusive property of the U.S. government, which shall retain all rights thereto.

1.4.4 Policy: The contractor/artist shall not release or permit the release of sketches, photographs, or copies of the portrait to the public as it is being completed or after final acceptance without the prior written permission of the Contracting Officer, Department of Defense. The artist is authorized to make black and white or color photographs of the portrait to show other prospective clients as part of his portfolio.

2. CONTRACTOR TASKS.

2.1 The contractor/artist shall conform to all aspects identified in this SOW, to ensure a proper oil portrait of the FSD is delivered for display.

2.1.1 The contractor shall provide the 3/4 length oil portrait on canvas of the FSD, with the finished portrait size being approximately 40" x 48."

2.1.2 The contractor shall ensure the finished portrait is framed and ready to hang, whereby the total framed dimensions do not exceed 44" x 52". The total height of the finished and framed portrait shall not exceed 52 inches. If the framed portrait exceeds these size limitations, the portrait will not be installed in the Secretary of Defense Hallway and it will be the responsibility of the artist to re-paint or re-frame the portrait to the specifications so it fits in the existing wall space.

2.1.3 The contractor shall provide written working progress reports with pictures/images on a quarterly basis to the Project Officer via email, until the portrait is completed. Reports shall include a description of how the portrait is progressing to that point. The photos included will provide proof of the work described.

2.1.4 The contractor shall provide the first progress report no later than three (3) months after the initial meeting/sitting. Subsequent reports shall be due every three (3) months after the first progress report.

2.2 Travel - Initial Meeting/Sittings. The contractor/artist shall meet with a Government representative prior to the initial sitting, to view the location and set up photography equipment.

All meetings/sittings shall occur on the West Coast (California/Monterey area), at a mutually agreed upon time and place. The artist’s travel shall be no more than two (2) visits to the West Coast. The Secretary will meet with the artist at this time, to discuss his requirements for the portrait (such as what facets of his time in office, what major initiatives, achievements he would like captured in it, etc.) The artist shall take photographs during this time.

2.3 Delivery/Shipping. The contractor/artist shall complete the official portrait within twelve (12) months of contract award.
