WASHINGTON, DC 20301-1155
ACQUISITION
DIRECTORATE
LIMITED SOURCE JUSTIFICATION
FOR OTHER THAN FULL AND OPEN COMPETITION
IAW FAR 8.405-6(a)(1)(i)(C)
This acquisition is conducted under the authority of the Multiple Award Schedule
Program (41 U.S.C. 251, et seq., and 40 U.S.C. 501).
Subject: Support Services for a Nationally Accredited All-Source Analyst Certification Program for the Office of the Under Secretary of Defense for Intelligence/Human Capital Management Office
(OUSD(I)/HCMO) and the Office of the Deputy Under Secretary of Defense for Intelligence and
Security/Defense Analysis Directorate (ODUSD(I&S)/DAD).
Solicitation No.: HQ0034-13-R-0065
Place of Performance: Pentagon & National Capital Region
Period of Performance Covered by the Limited Source Justification: 12-Months
Total Value of the Action: $349,957.41
1. Contracting Agency and Activity
The contracting activity responsible for this Limited Source Justification is the Washington Headquarters
Services, Acquisition Directorate, Enterprise Analysis and Studies Division (WHS/AD/EASD), 1155
Defense Pentagon, Washington, DC 20301-1155.
The requiring activity is the Office of the Under Secretary of Defense for Intelligence/Human Capital
Management Office, in partnership with the Office of the Deputy Under Secretary of Defense for
Intelligence and Security/Defense Analysis Directorate.
2. Description of Action Being Approved
The purpose of this action is to award a sole source task order for services requiring a Task Work
Statement (TWS) to Global Skills Exchange (GSX) under GSA Federal Supply Schedule (FSS) No. GS-
10F-0018W. The government anticipates awarding a Firm-Fixed-Price (FFP) order against GSX’s Mission Oriented Business Integrated Services (MOBIS) Schedule, Standard Industry No. 874-1.
3. Description of Required Services
The OUSD(I)/HCMO and ODUSD(I&S)/DAD are partnering to produce a Nationally Accredited All-
Source Analyst Certification Program for the Department of Defense Intelligence Enterprise. This certification program is required to ensure the common functions of Analysts across each intelligence functional area are subject to identification and establishment of appropriate functional requirements, establishment of standard management structure, life cycle reviews, and integration of separate initiatives into a cohesive certification program. The objective is to support workforce analysis, decision-making, reporting, and performance improvement.
The development of a Certification Program notionally follows an eight-step program that includes the following activities:
1. Technical Staff Assist Visits (TSAVs) , which includes providing ongoing consultation and review of certification artifacts;
2. Development of a Certification Manual;
3. Development of a Program Design Document;
4. Development of Skill Standards, which includes Essential Body of Knowledge (EBK) and
Essential Body of Work (EBW);
5. Development of Business Rules;
6. Development of the Certification Framework and Certification Blueprints;
7. Development of an Assessment Scheme;
8. Development of a Production Version of Training-Agnostic Assessment Tools and Protocols.
It is important to note that many of these steps are conducted in parallel and do not necessarily have to be conducted in sequence.
GSX is currently under contract with OUSD(I)/HCMO to initiate this effort through stakeholder engagement (TSAVs) that will result in a Department of Defense Intelligence Enterprise Analyst Certification Manual and Program Design Document (PDD), steps one through three listed above.
The follow-on effort requires the contractor to complete steps four through eight to develop an Analyst Certification Program. This requires the contractor to design and implement clusters of the certification process that meet the standards set forth by the National Commission for Certifying Agencies (NCCA).
Clusters include Skill Standards, Essential Body of Work (EBW) and Essential Body of Knowledge
(EBK), Certification Framework, Certification Blueprints, Assessment Instruments, and Policies and Procedures for the Certification Scheme. The contractor will be required to continue engagement with
Intelligence Functional Area Program Managers and their staffs across the Intelligence Enterprise within the stated timelines to ascertain the necessary subject matter for completion of these deliverables.
The period of performance for this requirement is 12 months and the total estimated dollar value is
$349,957.41.
4. Statutory Authority and Supporting Rational (FAR 8.405-6(a)(1)(i)(C))
This acquisition is conducted in accordance with Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies.
The authority for permitting other than full and open competition for this acquisition is FAR 8.405-
6(a)(1)(i)(C), “In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.”
This acquisition is a follow-on to task order HQ0034-11-F-0231 with GSX. This effort was originally solicited competitively on GSA eBuy under RFQ599225. The RFQ was posted for 30 days from August 10, 2011 to September 9, 2011.
GSX is currently under contract with OUSD(I)/HCMO to initiate an Analyst Certification Program through stakeholder engagement. The stakeholder engagement efforts of GSX to educate the customer and build relationships across DoD components have been critical in developing trust and cooperation, which has translated to initial successes. In addition to the stakeholder engagement efforts, GSX is currently developing the Analyst Certification Manual and Program Design Document (PDD).
These documents and the relationships developed in steps one through three are foundational to the work of the follow-on acquisition. To award to another offeror, other than GSX would result in substantial duplication of cost in both time and resources. The new contractor would have to master the nuances of the previous work completed and re-establish and master the nuances of the existing complex relationships in order to assure the ultimate success on this effort. A new contractor would require 9-12 months to develop the capacity to efficiently execute steps four through eight.
In order to accomplish the work within the allotted schedule, the follow-on effort must seamlessly follow the initial effort, building upon the work accomplished in developing the Analyst Certification Manual and Program Design Document (PDD).
In summary, an award to any other source other than GSX would result in substantial duplication of effort and cost to the Government that is not expected to be recovered through competition and would result in unacceptable delays in fulfilling the agency’s requirements.
5. Best Value Determination
A determination of price fair and reasonable will be made prior to award. Actions anticipated to ensure reasonableness of the price will be accomplished with the procedures and criteria contained under FAR 8.405-2(d).
The Contracting Officer will evaluate the proposal in conjunction with the requiring activity to ensure that the overall price for the order represents the best value. The detailed documentation and justification of price reasonableness will be included in the official Price Reasonableness Memo, to be prepared upon completion of any discussions or negotiations.
6. Description of Market Research Conducted
The qualifications of sources available under WHS/AD’s contract vehicles and the qualifications of GSA Schedule holders were considered; however no sources other than GSX had experience working with the disparate group of stakeholders necessary to develop a Nationally Accredited Certification Program for
Analysts. The sources considered did have general certification and accreditation experience, but they did not have the in-depth knowledge of the foundational documents (Certification Manual and PDDs) and did not have experience building complex relationships in different functional areas across the Defense
Intelligence and Security Enterprise.
7. Future Plans to Permit Competition
As critical successes are achieved, and certification program development across the Defense Intelligence and Security Enterprise becomes more pervasive, the government expects to permit full and open competition. Also, the follow-on effort includes a deliverable for a Certification Guidebook. The contractor will be required to document notional roles and responsibilities, sequences, timetables, and lessons learned. This Guidebook will allow for other contractors to replicate the certification process and help to overcome barriers to restricted competition.
8. Approval Authority
Technical Certification:
I certify that the Government’s minimum needs and schedule requirements set forth as rationale forming the basis for this contract action is complete and accurate to the best of my knowledge and belief.
JO MACMICHAEL
Technical Sponsor, OUSD(I)/HCMO
Contracting Officer Certification:
Based on the above, I hereby assert that satisfying the Government’s need by other than full and open competition is justified. I hereby determine that the anticipated cost to the Government for this action will be fair and reasonable. I hereby certify that the above assertions are accurate and complete to the best of my knowledge and belief.
