Attachment 1
Evaluation and Salient Characteristics
FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical capability of the items offered to meet the Government requirement; and
(ii) Price;
Technical capability is approximately equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Basis for Award
Award will be made to the acceptable vendor with the lowest evaluated price, who is deemed responsible in accordance with FAR 9.104 and whose quote conforms to the solicitation. Since award will be based on initial responses, quotes are highly encouraged to quote their most advantageous pricing in their initial response.
Factor 1- Technical Capability
The Offeror shall demonstrate their capability to provide the required supplies of this requirement with a discussion of their technical capability and specific emphasis on the following salient characteristics:
Salient features for the urine immunoassay reagent for synthetic cannabinoids for use in the military drug testing laboratories are listed below. The Offeror must provide an information sheet describing the characteristics of the immunoassay reagent, reagent components, reagent stability and storage conditions, and Roche Hitachi Modular Clinical Chemistry Analyzer
System (D module) instrument test parameters and calibrator settings. The immunoassay reagent system must:
Be suitable for use on human urine specimens
Have calibrator concentration for the Offeror’s synthetic cannabinoids reagent at 20 mg/mL.
Be suitable for use on the Roche / Hitachi modular high speed modular D system
Consist of no more than two reagents when placed on the Roche Hitachi Modular
Clinical Chemistry Analyzer System (D module) instrument
Not require specimen pretreatment prior to placement on the Roche Hitachi Modular
Clinical Chemistry Analyzer System (D module) instrument
The immunoassay must be capable of detecting, at a minimum, the following synthetic cannabinoids or their metabolites at a 20% level of cross-reactivity with the Offeror’s 20 ng/mL calibrator:
o JWH-018 o JWH-018 pentanoic acid o JWH-018 N5- hydroxypentyl o JWH-018 5- hydroxyindole o JWH-073 o JWH-073 N4- hydroxybutyl o JWH-073 6- hydroxyindole o JWH-073 N-butanoic acid o AM-2201 o AM-2201 N4-hydroxypentyl o AM-2201 6-hydroxyindole o JWH-007 o JWH-015 o JWH-019 o JWH-022 o JWH-200 o 3-(1 naphthoyl) 1-H-indole
The immunoassay reagent must not cross-react with other prescription or illicit drugs or metabolites currently tested in the DOD drug laboratories at the following immune assay screening cutoff concentrations to include:
o Benzoyleconine (150 ng/mL) o d-amphetamine and d-methamphetamine (500 ng/mL) o 3,4-MDMA, 3,4-MDA (500 ng/mL) o Oxycodone, oxymorphone (100 ng/mL) o hydrocodone, hydromorphone, codeine, morphine (300 ng/mL) o 6-acetylmorphine (10 ng/mL) o Diazepam, oxazepam, nordiazepam, alpha-hydroxy-alprazolam, lorazepam (200 ng/mL)
Supplemental Evaluation Provision
The Contracting Officer will evaluate “equal” products on the basis of information furnished by the Offeror or identified in the offer and reasonably available to the Contracting Officer. The
Government is not responsible for locating or obtaining any information not identified in the offer.
Unless the Offeror clearly indicates in its offer that the product being offered is an “equal” product, the Offeror shall provide the brand name product referenced in the solicitation.
Factor 2- Price
The Government will conduct its price analysis using one or more of the techniques specified in
FAR 13.106-3, Award and Documentation.
Evaluation Ratings
Factor 1 will be evaluated and rated in accordance the RFQ using one of the following ratings.
The Government will assign an overall Technical rating to each offer which will be based on
Technical Capability Factor. The ratings and definitions are listed below. An Offeror with an overall Technical Capability rating of Unacceptable is not eligible for award.
Acceptable The Offeror has acceptable quality and meets the minimum performance and/or capability requirements necessary for satisfactory contract performance
Unacceptable The Offeror’s offer fails to meet all the minimum performance and/or capability requirements necessary for satisfactory contract performance.
