Question
1
Section 3.2.1, “Attachment 2: Instructions to Offerors and Evaluation Methodology”
Table lists a 40 page limit for the Management Approach. In the following Paragraph 3.2.2 the Management Approach is limited to 30 pages. Please clarify which is correct?

Please see Section 3.2.2, “Attachment 2: Instructions to Offerors and Evaluation Methodology” in the amendment to the solicitation.

2
Section 3.2.1, “Attachment 2: Instructions to Offerors and Evaluation Methodology”
The way the Table is structured implies that the Questionnaires that are submitted directly to WHS by references are considered part of the page count. Does the 20-page limit refer only to the Project Data Sheets?

Please see Section 3.2.1 and 3.2.3, “Attachment 2: Instructions to Offerors and Evaluation Methodology” in the amendment to the solicitation.

3
Section 3.2.1, “Attachment 2: Instructions to Offerors and Evaluation Methodology”

Are Past Performance references required to submit an original and three copies as shown in the Table, or is a single e-mailed copy of the questionnaire sufficient as described on the top of the Questionnaire form, and also in Section 3.2.3.3 of the Instructions?

A single email is sufficient. Please see Section 3.2.1, “Attachment 2: Instructions to Offerors and Evaluation Methodology” in the amendment to the solicitation.

4
Section 3.2.1, “Attachment 2: Instructions to Offerors and Evaluation Methodology”
The Table divides Volume III into three Sections numbered 3.2.4.1, 3.2.4.2, and 3.2.4.3. Factor 3 found in Section 3.2.4 has only Sections 3.2.4.1 and 3.2.4.2 described. It appears that the Instructions for the Small Business Subcontracting Plan have been omitted. Will the Government be providing Instructions for the Small Business Subcontracting Plan?

Please see Section 3.2.4, “Attachment 2: Instructions to Offerors and Evaluation Methodology” in the amendment to the solicitation.

5
Section 3.2.1, “Attachment 2: Instructions to Offerors and Evaluation Methodology”
The Table limits the Small Business Participation Commitment to five (5) pages. No Page limits are listed for the other two Sections of the Small Business Requirements to be included in Volume III. Section 3.2.4 of the Instructions, as written, limits Volume III in its entirety to five (5) pages. Can the Government please clarify its intent?

The Government does not intend to restrict the page limit of the Subcontracting Plan (Section 5.0) or copies of formal agreements and/or letters of intent (Section 3.2.4.3). The Government intends to restrict the number of pages for small business participation commitment (Section 3.2.4.2) to five (5).

6
Section 3.2.2.2, “Attachment 2: Instructions to Offerors and Evaluation Methodology”
This section states that offerors are to submit the proposed Quality Control Plan, Safety Plan, and Medical Surveillance Plan as part of Volume I. Since these documents are lengthy, can it be included as Appendices to Volume I and summarized in the page counted technical narrative?

The Quality Control Plan, Safety Plan, and Medical Surveillance Plan shall not be submitted as appendices. The page limit for Volume I is 40 pages. There are no restrictions as to how the 40 pages are used among the Technical Approach, Quality Control Plan, and Management Plan.

7
Sections 3.2.3.3 and 6.1.3.1, “Attachment 2: Instructions to Offerors and Evaluation Methodology”
This Section lists the Past Performance criteria as within three (3) years of the RFP closing date, but in Section 6.1.3.1 it is listed as within five (5) years of the RFP closing date. Please clarify which is correct.

Please see Section 6.1.3.1, “Attachment 2: Instructions to Offerors and Evaluation Methodology” in the amendment to the solicitation.

8
Section 4.5, “Attachment 2: Instructions to Offerors and Evaluation Methodology”
Does the Government want the one-page Executive Summary in a separate three-ring binder as described, or can this be included in the front of Volume I?

The Executive Summary shall be separated into its own separate three-ring binder.

9
Section 3.2.5(c), “Attachment 2: Instructions to Offerors and Evaluation Methodology”

This states that the offeror needs to price collection services in addition to the current 1 location as follows: 1 – 10 locations; 10 – 20 locations. However, IAW PWS Section 3.0, additional locations and numbers of DFUs are controlled information. Are there any special requirements on how the pricing information should be presented to avoid specific information? For example, since the distance from the Pentagon will affect travel costs, can the cost be presented based on mileage radius from the Pentagon.

Please see Section 3.2.5, “Attachment 2: Instructions to Offerors and Evaluation Methodology” and “Attachment 5: Price List” in the amendment to the solicitation.

10
SF1449
For pricing of CLIN 0010 (and following years), the Government is requesting pricing at a quantity of ‘1’ with a unit of ‘each’ for consumables, supplies and equipment. Does that indicate that the Government is requesting a FFP per year for these items? Is the Government open to renegotiating the price per year if sample numbers vary significantly from those indicated in the PWS given that consumable costs are highly sensitive to sample number? Can the Government provide guidance with respect to the expected contract year during which major equipment purchases will be made

Please see the quantity listed on CLINs 0010, 1010, 2010, 3010, and 4010 of the SF 1449 in the amendment to the solicitation. Consumables, Supplies, and Equipment shall be purchased by way of individual orders. The Government is not anticipating an annual Firm Fixed Price for the subject portion of the requirement. The monthly quantity for consumables is an estimate. At this juncture, the Government is not open to renegotiating the annual price if the sample numbers vary significantly from those indicated in the PWS. The Government reserves the opportunity to purchase any items for the subject portion of the requirement at any point during the expected life of the anticipated contract.

11
Section 2.4.2 Monthly Reports, “Attachment 1: Performance Work Statement”
The Government is requesting a breakdown of hours completed by FTEs, which is inconsistent with the manner in which CLINS are priced, e.g., CLINs 0001-0004 are FFP per month for the various labor categories. This level of detail in monthly reporting would not be required for a fixed price contract.

This level of detail is necessary for ensuring all onsite personnel are available throughout the anticipated contract performance. Please see Section 12.1, “Attachment 1: Performance Work Statement” in the amendment to the solicitation. (amended per question 17)

12
Section 5.0, “Attachment 2: Instructions to Offerors and Evaluation Methodology”
NAICS Code 541380 defines a Small Business as a company with revenue less than $12M. Will the Government consider an inclusion of a Certified 8(a) Small Disadvantaged Business/Service Disabled Veteran Owned Small Business with revenues greater than $12M to meet the 13% Small Business Commitment criteria?

The size standard for NAICS 541380, “Testing Laboratories” has been raised to $14.0 million by the Small Business Association. All small businesses associated with this requirement shall have revenue less than $14.0 million. Please see Section 5.0, “Attachment 2: Instructions to Offerors and Evaluation Methodology” in the amendment to the solicitation.

13
Section 2.2.2, “Attachment 1: Performance Work Statement”

The contractor's off-site laboratory "must be within 35 miles of the Pentagon to allow for timely delivery of specimens."The requirement for the location of the laboratory to be within 35 miles of the Pentagon is unduly restrictive to potential Bidders that may be able to accomplish the scope of work using laboratories outside of this radius. Will the Government consider relaxing this requirement?

The government does not want to relax the 35 mile radius requirement. The Government recently tested the warm based lab by moving full operations to the off-site location. Providing timely delivery of samples, proved to be the most challenging aspect. Results of a Short Turn-Around Time (STAT) sample are expected within two (2) hours. Extending the radius would further delay the delivery of samples and timeliness of results.

14
General
What type of contract is the Government expecting to issue (i.e., Firm Fixed Price, Cost Plus Fixed Fee, etc.)?

The type of contract to be issued is a Firm Fixed Price Contract.

15
General
Given that Roche recently announced discontinuing production and support of the M1M ECL, will the Government be considering replacing this instrument with a similar ECL instrument or will the Government replace the instrument with a new technology platform?

The Government is aware of the Roche announcement for the subject MIM ECL. The Government has not determined what new equipment will replace the M1M ECL.

16
Section 5.0, “Attachment 2: Instructions to Offerors and Evaluation Methodology”

Did the Government intend to omit the requirement for submitting a Small Business Subcontract Plan with the release of Amendment 0001? This Amendment eliminated the requirement for a Small Business Subcontracting Plan (Ref Q&A #4) in Attachment 2, Section 3.2.1, table information for Volume III. However, Q&A #5 still references the “…Subcontracting Plan (Section 3.2.4.1…)” which is the section for “Small Business Participation Commitment” as a result of Amendment 0001. Please clarify.

The requirements for a Small Business Subcontracting Plan are listed in Section 5.0 of Attachment 2: Instructions to Offerors and Evaluation Methodology. The previous answer to question #4 should have referenced section 5.0, “Attachment 2: Instructions to Offerors and Evaluation Methodology.”

17
Section 12.1, “Attachment 1: Performance Work Statement”

Q&A #11 and PWS Section 12.1. In accordance with FAR 16.202-1, “a firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract.” The RFP has requested labor priced on a FFP basis per month. However, the answer to Q&A #11 and the statement added to PWS Section 12.1 is inconsistent with the FAR definition of a FFP contract. Please clarify that you intend for the CLINS to be priced FFP.

The request for labor hours does not apply to the offeror’s cost. CLINs 0001 – 0004 are for non-personal services, performing the specific duties and responsibilities listed in Attachment 1: Performance Work Statement. The Government reserves the right to verify actual hours completed as awarded in a Firm Fixed Price contract and hold the contractor responsible for the number of FTEs and hours proposed. See Sections 12.0 and 12.1, “Attachment 1: Performance Work Statement.”

18
Attachment 5: Price List
Can you clarify the Collections pricing spreadsheet? There is a significant difference between 1-10 locations in the DC area – due to time and schedule constraints and FTEs required. Grouping the collections pricing as requested on the spreadsheet forces bids to reflect the same price for 1 collection as for 10. Can the break be revised to reflect 1-3, 4-6 and 7-10 collections? Can you clarify how surge requirements are to be priced? Can you provide any clarification on the number of DFU equipment per “location” (building)?

See attached revised Attachment 5: Price List. The surge requirements for Collection Services will be priced according to Attachment 5: Price List. In the event the Government extends the number of collection locations, the contract will be modified to reflect the price per location and radius from the Pentagon. There are three (3) units at the current location, which is common for most locations. DFU units can range between two (2) and seven (7).
