6.2 EVALUATION METHODOLOGY
6.2.1 The following adjectival ratings will be used to rate Factors 1 and 3, including sub-factors. A determination of “Unacceptable” renders the entire proposal unacceptable and therefore will NOT be considered for award. The proposal must be rated “Marginal” or higher overall to be considered for award.
· Outstanding: Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
· Good: Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths, which outweigh any weaknesses. Risk of unsuccessful performance is low.
· Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
· Marginal: Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses, which are not offset by strengths. Risk to unsuccessful performance is high.
· Unacceptable: Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.
6.2.3 Factor 2 - Past Performance - There will be two aspects to the evaluation of the Past Performance. The first aspect is to evaluate the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror to the effort to be acquired through this source selection. The second aspect is “Confidence”. “Confidence” for Past Performance is an assessment of the Offeror’s demonstrated ability to successfully perform the requirements of the contract based on how well they have performed on recent, relevant contracts. As such, “Confidence” in the Past Performance evaluation is assessed against the required level of performance vice the proposed level of performance. A determination of “No Confidence” renders the entire proposal unacceptable and therefore will not be considered for award.
6.2.3.1 Relevancy: The following definitions will be used for the relevancy ratings for each project:
· Very Relevant: Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
· Relevant: Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
· Somewhat Relevant: Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
· Not Relevant: Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
6.2.3.2 Confidence: The following definitions will be used for the confidence ratings for the overall Past Performance:
· Substantial Confidence: Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
· Satisfactory Confidence: Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
· Limited Confidence: Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
· No Confidence: Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort.
· Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
6.2.4. Factor 4 - Price Factor. The Offeror's price proposal will be evaluated to determine whether it is reasonable, reflects a clear understanding of the requirements, and is consistent with the methods of performance described in the offeror's technical proposal. The overall evaluated prices will be used to develop the relative price rankings of the proposals, and will include the following:
CLIN 0001 and its option years
CLIN 0002 and its option years
CLIN 0003 and its option years
CLIN 0004 and its option years
CLIN 0005 and its option years
CLIN 0006 and its option years
CLIN 0007 and its option years
CLIN 0008 and its option years
CLIN 0009 and its option years
CLIN 0010 and its option years - For the purpose of the price evaluation, the total amount of CLIN 0010 and its option years shall reflect the total price of all priced items with the assumed annual quantity listed in Attachment 5 (Price List).
Price Realism and Reasonableness: The Offeror's price proposal will be evaluated to determine price realism and reasonableness in accordance with FAR 15.404-1. Price realism relates to an offeror demonstrating that the proposed price provides an adequate reflection of the offeror's understanding of the requirements of this solicitation, i.e., that the price is not unrealistically low or unreasonably high or presents an unacceptable risk to the Government. The Government reserves the right to reject proposals whose prices are determined to be unreasonably high or unrealistically low. Price will not be scored or receive an adjectival rating.
