52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) Technical, Past Performance, and Price; with award being made to the lowest priced responsible, responsive Offeror, with acceptable past performance, meeting the requirements of this solicitation. Technical evaluation will be based on the Offerors assumption that the Government has no prior knowledge of their facilities and experience, and that the Government will base its evaluation on the information presented in the Offeror's proposal. The proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should demonstrate the Offeror's understanding of the scope of required services. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale that addresses how the Offeror intends to meet or exceed these requirements. Statements that the Offeror understands, can or will comply with the Statement of Work (SOW) (including referenced publications, technical data, etc.); statements paraphrasing the Scope of Work (SOW) or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall provide narrative and supporting data, that address as specifically as possible the actual methodology used to accomplish the specific tasks stated om the SOW.
Technical detail, cost and past performance responses should not exceed 12 pages.
In addition to the requirements stated in the SOW, Past Performance will be verified by checking the Offeror's information on Government past performance websites (i.e. PPIRS) and by checking the Offeror's status on the Excluded Parties List System (EPLS). Offerors are reminded that the Government reserves the right to obtain past performance information from any source available. Offerors will be given the opportunity to respond to any negative past performance information received.
It is the responsibility of all interested offerors to review this site frequently for any updates/ amendments that may occur during the solicitation process. The posting of this requirement does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the solicitation closing date, with no obligation to the offeror by the Government. The Government will issue a contract to the responsible, responsive offeror, with acceptable past performance, submitting the lowest price. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for contract award. For registration, go to www.sam.gov and follow the instructions.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
