Q&A

QUESTIONS RECEIVED AND ANSWERS PROVIDED

QUESTION: Could you please confirm whether or not Armed Forces Radio reports play lists to ASCAP/BMI/SESAC for performance royalty payments to copyright owners?

ANSWER: The American Forces Radio Network does not report playlists to those respective entities. We have decades-old agreements with them to broadcast overseas where our troops are stationed and our Network is 100% commercial free. We do, however, in some areas overseas, pay annual performance rights.

QUESTION: Please confirm that the offer is (still) due at 2 PM 12 February?

ANSWER: Yes, “offer is (still) due at 2 PM 12 February.”

QUESTION: Also, confirm that the Solicitation, Technical Proposal, Past Performance (Qualifications & Experience), and Price Proposal are to be in one volume, and only one bound copy is due (as opposed to duplicates)?

ANSWER: Good question. I’m in the process of amending the solicitation to include additional instructions on proposal format submission. This information will be incorporated into the local provision titled “Addendum FAR 52.212-2 EVALUATION CRITERIA.” The amendment will be posted in FEDBIZOPPS on or before the end of my business day.

QUESTION: In 52.211-16, the permissible variation of quantity is + or - 10%?

ANSWER: As stated in FAR Clause 52.211-16(b) “The permissible variation shall be limited to:

10 Percent increase

10 Percent decrease “
