Statutory Authority Permitting Other than Full and Open Competition. 10 U.S.C. Section 2304(c)(1), Only one responsible source or only a limited number of responsible sources will satisfy the needs of the agency (FAR 6.302-1).

5. Demonstration that the Nature of the Acquisition Requires the use of the Authority Cited. The Air Force has recently tested and approved the items contained in this Journalist deployment kit. The total Air Force investment in similar deployment kit items is over $2 million. These kits meet our current and future requirements for deploying Journalist; ensuring equipment standardization and compatibility with the DoD network connectivity. The effectiveness of these kits has been demonstrated in real-world deployments to Iraq and Afghanistan area of operations, necessitating the establishment of this equipment as a standard. Additionally, the purchase of the equipment in the kits will allow the continued use of current training materials and to maintain a spares inventory required for Air Force units. The Air Force must be able to support effective training, repair and efficient procurement of shelf spares for unit deployment kits. The purchase of any other manufacturer’s equipment would not allow us to provide the required support to our units and to their deployment commitments.

These Journalist Deployment kits will provide support for local level and deployable Air Force missions, and will integrate into current Air Force architectures. Standardization is a key component of the Air Force Public Affairs mission both for system integration and support, as well as minimized training times; technical support times, and spares kits. Award to any other manufacturer source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

6.

Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. In accordance with FAR 5.101(a)(1), a notice of intent to issue a contract contract for the purchase of the items list in paragraph 2 will be published on the Federal Business Opportunities website. All vendor responses to the notice received within the time limit will be considered.

7. Determination by the contracting officer that the anticipated cost to the government will be fair and reasonable. Based on past history, market research and competition between dealers, the anticipated price will be fair and reasonable.

8. Description of the market research conducted and results or a statement of the reasons market research was not conducted. Market research was accomplished and it was determined that this Journalist Deployment kit will provide the professional quality imagery and news gathering capabilities required within the constraints of our budget.

9.

Any other facts supporting the use of other than full and open competition. This acquisition will support our standardization efforts for deployable equipment kits, the Government estimates that an award to another source would result in additional costs related to integrated components, replacement of shelf spares, and training cost of $82,950.00. This estimate was derived at by considering the additional cost associated with obtaining replacement components, shelf spares, and maintenance/training costs by multiplying the estimate cost of this procurement [$553,000.00] by 15% (based on current cost of similar type items). Award to any other manufacturer source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

10. Listing of sources, if any, that expressed, in writing, an interest in the acquisition. Vendors Quotes are provided

11. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services. None.
