DEPARTMENT OF DEFENSE

WASHINGTON HEADQUARTERS SERVICES

1155 DEFENSE PENTAGON

WASHINGTON, DC 20301-1155

ACQUISITION

DIRECTORATE

Summary

The Department of Defense (DoD) Washington Headquarters Services (WHS) is conducting market research for information purposes only to determine market capability for providing maintenance to the WHS Facilities Services Directorate (FSD). The purpose of this announcement is to determine all potential sources, particularly those firms that are considered to be small businesses, 8(a)s, small disadvantaged businesses, woman-owned small businesses, historically underutilized business zones, minority-owned small businesses and/or service disabled veteran-owned small businesses. The information attained as a result of this announcement will be used to determine the extent to which this acquisition will be set aside for small business concerns. This notice is not intended to solicit business for proposals; this is for market research purposes only.

Statement of Work

The contractor shall provide a selection of OSHA and ANSI approved safety eyeglass frames and lenses, including both plastic frames and metal frames with adjustable nose pads. Frames must be standard and issued in suitable eye sizes to fit small, medium, and large people.

Employees will try on frames and frame will be fit and adjusted for each employee’s needs after the lenses are made.

The contractor will take all required measurements for multi-vision employees, including pupil distance (PD), and multi-focal height. The contractor should expect to accommodate needs for single, bifocal, and multi-focal vision, as well as progressive (no-line) lenses.

The contractor will use OSHA approved lenses for safety glasses. Employees will provide the contractor with a current vision prescription as well as voucher from FFD management showing proof of authority to use the contractor’s services. The contractor should not accept work from any employee without both a valid vision prescription and written FFD authorization.

When the glasses are ready they will be dispensed at the Pentagon and frames will be fitted to each employee individually. The contractor shall provide these services and supplies within 10 days or less. The contractor is expected to be within close proximity, 1 mile, of the Pentagon so employees can access the store during normal business hours. Alternate options may be discussed with FFD management for approval.

If the Government exercises this option for renewal, the agreement as renewed shall be deemed to include this option provision. However, the total duration of this agreement, including the exercise of future option years, shall not exceed five (5) years.

Question 1 The following tasks from the SOW are found to be the most critical to determining vendor capability: Accessibility of services, ability to provide OSHA certified eyewear

For each of the two task areas referenced above, please provide information to address the following questions.

1.1 Has your firm performed this task? Does this including OSHA certified eyewear?

1.2 Provide a brief summary of the work performed.

1.3 Is your company capable of providing accessible locations in close proximity to the Pentagon?

Question 2 At this time, does your firm intend to submit a proposal if a Request for Proposal is issued? This is for informational purposes only and does not prohibit the firm from deciding otherwise in the future.

This includes suggestions regarding missing information in the SOW, key personnel requirements, etc. (Note: This question is not for determining a set-aside but to improve the procurement strategy.
