About this file

This document is a Request for Proposal (RFP) issued by the Harvard Public School District to conduct SARS-CoV-2 screening for in-person staff and students. The district seeks to implement a comprehensive and coordinated SARS-CoV-2 screening program for pre-K through grade 12 students and staff attending school in person. The goal is to help reassure staff and families that the risk of in-person school remains relatively low with proper safety precautions. The screening program will assist in identifying asymptomatic or pre-symptomatic individuals to enable isolation and reduce disease transmission. The RFP requires the selected vendor to provide all testing supplies, equipment, instructional materials, and reporting of test results within 24 hours of sample receipt. Vendors must use a test with FDA Emergency Use Authorization and have appropriate state and federal licenses. The district estimates a testing volume range of 800-1,500 tests per week. Proposals are due on December 10, 2020 at 2:00 PM EST.

The RFP outlines the evaluation criteria, which include the vendor's experience, licensing, testing capacity, reporting capabilities, and pricing. Pricing must be provided for individual tests as well as pooled testing. The vendor's terms of service will be amended to align with the district's requirements, including deletion of indemnification and warranty disclaimers. The selected vendor will be awarded a contract to provide services from the date of the signed contract through June 30, 2021.

● Ongoing weekly tes ng for all in-person staff and students: A er successful implementa on of the one-week ramp-up period, all in-person HPS staff and students would be screened for SARS-CoV-2 on a weekly (if PCR tes ng) or twice-weekly (if rapid an gen tes ng) basis through the end of the school year.

Tes ng par cipa on rates may vary week to week, and the screening process may not necessarily extend throughout the en re school year, given the unpredictable circumstances, including, but not limited to, tes ng innova ons, market pricing, or disease prevalence. If tests must be processed at a laboratory, Vendor will charge for tes ng based on the number of tests that have been submi ed for processing, not based on projected volumes or tes ng kits delivered. If tests are processed en rely at point of care by HPS staff, Vendor may charge based on the number of test kits delivered. Tes ng will be billed by the vendor at a rate that is predetermined by the vendor and Harvard Public Schools, and that rate may be subject to change, but will not exceed the lowest market rate offered by the vendor to other clients at the me of the invoice. In addi on to poten al unpredictable circumstances, tes ng would cease during weeks when HPS schools are closed for any reason. If screening u lizes a pooled tes ng system, tes ng would cease if SARS-CoV-2 prevalence in the Harvard area rises to 10% or more.

● Vendor will not provide physician orders, contact tracing, “on call” / emergency services for transporta on of test subjects or samples, staff / assistance to obtain samples from individuals, or courier services.

● Vendor will provide all tes ng supplies, all equipment (except for bar code readers), instruc onal materials for HPS staff and volunteers administering the screening, and instruc onal materials for individuals undergoing screening. If tests need to be shipped to a laboratory via FedEx or similar service, Vendor will provide all shipping materials and will pay for postage. Vendors should not quote for courier service.

● Samples for tes ng must either be self-obtained by individuals to be screened or must be obtained by or under the supervision of HPS clinicians. Ideally, samples to be tested will be saliva or anterior nasal swabs.

● If samples must be processed by a laboratory, samples provided to Vendor will be iden fied using bar codes or other automated systems that do not include personal informa on, which the Vendor will then use in repor ng results.

● Vendor will use a test that has received emergency use authoriza on (EUA) from the US Food and Drug Administra on (FDA). If Vendor is using a pooling system, that system must also have received EUA from the FDA. If either the test or the pooling system has not yet received EUA from the FDA, Vendor must have internal valida on for the test and/or pooling system.

● Vendor (and any lab or subcontractor) has secured all appropriate licenses or waivers from the Massachuse s Department of Public Health (MDPH) and other required state or federal en es to perform services under this contract. °

● Vendor will report all test results to HPS only within 24 hours of Vendor’s receipt of samples. If Vendor is using a pooling system, when a posi ve pool is iden fied, Vendor will automa cally deconvolute the pool down to two or fewer individual samples and report those results to HPS along with the report of the posi ve pool. Deconvolu on must not require HPS to obtain addi onal samples.
