JUSTIFICATION FOR LIMITED SOURCE/BRAND NAME ($2,500 TO $250K)

The service or material listed on Procurement Requisition (PR) number 1300917689 is sole/limited source and competition/fair opportunity is precluded for reasons indicated below. There are no substitutes available for this material/service.

Procurement of powder bed fusion consumable materials compatible with the HP Multi-Jet Fusion (MJF) 4200 system to support fabrication of custom mechanical thermoplastic components. Cost estimated at with options. Required Delivery date is 2 weeks

- Powder bed fusion additive manufacturing technology using the HP Multi Jet Fusion (MJF) 4200 3-D printing system is a patented process

- HP Multi Jet Fusion 4200 materials and machine consumables (e.g. print heads, cleaning rolls, agents, etc.) are developed by HP and designed to be compatible in form/fit/function with only HP Multi Jet Fusion systems

- There are no known aftermarket sources for the consumables, spare parts, hardware, ect. HP sells machines, consumables, and services directly through a network of authorized resellers.

- Any aftermarket consumables discovered should be suspect of counterfeit, fraud, or copyright infringement.

The requested material or service represents the minimum requirements of the government.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed.

Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system

• The HP-MJF 4200 system will only function with part number-specific consumables.

- Material feed totes incorporate proprietary embedded electronics (eProm chips) to interface and communicate data with the

HP-MJF 4200 3D-Printer during operation.

- Composition of polymer and agent materials are proprietary and precisely engineered to function only with HP-MJF 3D-

Printers.

- All print heads, cleaning rolls, and other machine consumables are sized and designed to interface with unique system hardware and perform in range of precisely-controlled temperatures.

A patent, copyright, or proprietary data limits competition/fair opportunity. The proprietary data is:

Other information to support a sole/limited-source buy:

• Material & machine consumables are expended during the powder bed fusion printing process. The consumables being procured are direct replacements and interface mechanically and electronically with the NUWC Keyport HP-Multi Jet Fusion 3D- Printing system.

• Since the mid-2000s, all major industrial 3D-Printing equipment OEMs are using a comprehensive business model that includes being the sole supplier of equipment-specific consumables and maintenance services. Material cartridges, canisters, containers, etc. are routinely designed to interface/function only with specific OEM makes/models. Additionally, specific material formulations are proprietary and designed to only be compatible with certain systems. Therefore, not only would it be cost-prohibitive for NUWC Keyport to invested in a new, comparable 3D-printing system (estimated investment $600K plus $250K development/prove-out labor), the same consumable sole source issue would still exist.
