Program Strategies ☐Objective 1: FMCSA will reserve up to $5,000,000 of the funds made available under this

announcement for the 10 States with the highest CMV fatalities (based on a three-year average) for the purposes of conducting data- driven high-visibility traffic enforcement operations or other data-supported activities that will lead to the reduction of large truck and bus crashes in the top 10 identified crash corridors in those States.
Brief Introduction:
Include a 1-2 paragraph description of the goal(s) of the application summary of data analysis and how the crash corridors were identified. Include in this introduction specific information about the outputs the application proposes to achieve.
Problem Statement:
Include specific information addressing the four specific criteria for this national priority as outlined in the section A of this NOFA.
Performance Objectives:
A description of the quantifiable goals related to the above problem statement. This can be measured in numbers or percentages or other forms that accurately measure the outputs the applicant anticipates will result from implementing the strategies and activities proposed

The following Critical Information Table (provided below), although not required, is provided for your use to summarize the anticipated project activities.

Performance Measurement Plan:
Specify how the State will monitor and report on the results of these activities. A description of how the applicant will measure progress towards the performance objective goal, such as quantifiable and measurable outputs (hours, carrier contacts, inspections, number of outreach events, etc.) and in terms of performance outcomes. The measure must include specific benchmarks that can be reported on in the quarterly progress report, if practicable, or as annual outcomes.

Indicate how the State will evaluate the outcome and success of this enforcement activity to demonstrate whether increased vehicle contacts, issuance of traffic citations, and traffic citation convictions and the impact this has on overall crash rates. Indicate how the state will monitor the progress of citations issued under this project through the criminal justice system and State driver licensing agency to ensure that any convictions are recorded on the respective driver history records

☐Objective 3: After selections have been made for objectives #1 and #2 above, FMCSA will give priority funding consideration to applications that include one or more of the following objectives which are listed in rank order (please check all that apply):

Clearly indicate the coordination effort and what unique components each applicant might contribute to the project. Multi state/jurisdictions are to submit separate grant applications explaining the coordinated efforts and how they are linked;

☐Enforcement of traffic laws and safety regulations in high-risk areas such as work zones and on rural roads including prevention of secondary crashes at investigation scenes;

☐CMV safety implications of oil field operations (also known as induced hydraulic fracturing or hydrofracking) applicants must provide data demonstrating the safety problem(s) encountered and proposals for this effort must be for CMV safety efforts that go beyond size and weight enforcement;

☐Enforcement of texting, hand-held cell phone prohibitions and combating distracted driving;

☐Enforcement of traffic laws and safety regulations on motorcoaches and other passenger carrying CMVs (consistent with FMCSA’s policy on en route inspections);
