About this file

This is an instructional guide document published by eVA.virginia.gov for responding to Quick Quote solicitations through the Virginia Business Opportunities (VBO) portal. The document provides step-by-step procedures for Virginia vendors submitting bids on state and local contract opportunities, including the HVAC Maintenance and Repairs for Region 1 solicitation. The guide outlines the response process beginning with accessing the opportunity through the My Leads notification or VBO page, reviewing all solicitation information and attachments, and clicking Respond Online to begin the proposal submission process.

The instructional guide emphasizes critical procedural and pricing considerations for bidders. Vendors must enter unit prices for each line item in the Items section and can save their work in progress by logging back into their eVA accounts to access draft proposals through the Sourcing and Manage RFx's navigation. The guide notes that Quick Quote awards are granted to the lowest responsive and responsible bidder, advising vendors to submit their best pricing. Additionally, the document instructs respondents to carefully review all terms and conditions established by the buyer and to direct any questions or clarifications to the buyer who issued the solicitation rather than pursuing alternative channels. The guide includes tips for managing draft proposals and emphasizes the importance of thorough document review prior to submission.
