About this file
This document is a procedural guide for responding to Quick Quote solicitations on eVA.virginia.gov, the Virginia electronic procurement platform. The guide outlines the seven-step process for vendors to submit bids for state and local contract opportunities in Virginia. Prospective bidders access opportunities through daily Leads notifications or the Virginia Business Opportunities page, then review all solicitation documents and attachments before proceeding with their response. The submission process requires vendors to enter Response Information through the left navigation menu, where they can edit labels, set validity end dates, add descriptions, and upload requested supplier documents such as acknowledgements, references, and licenses. Vendors must then navigate to the Item section to input unit prices for each line item, after which the system automatically calculates the total bid amount.
The document emphasizes that Quick Quote awards are made to the lowest responsive and responsible bidder, making competitive pricing a critical factor in bid success. Vendors have the flexibility to save draft proposals at any time and return to complete submissions by logging back into their accounts and accessing the Manage RFx's section, where in-progress proposals are marked with yellow indicators. The guide advises all bidders to thoroughly review buyer-established terms and conditions and to direct any questions directly to the issuing buyer rather than relying on platform support, ensuring clear communication and compliance with specific solicitation requirements.
