About this file
This is an instructional guide document provided by the Commonwealth of Kentucky for vendors responding to online bids through the Kentucky Vendor Self Service (VSS) platform. The document outlines the procedural steps for accessing the VSS website, locating solicitations, and submitting online bid responses. Vendors must first create or log into an account at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService to access Business Opportunities listings. Solicitations can be located using keyword search by Document ID or description, with advanced search filters available by category, type (Request for Bids, Request for Quotes, Request for Proposals, etc.), and status (Open, Closed, Awarded, Cancelled). The response submission process varies by solicitation type, with Request for Bids and Request for Quotes requiring vendors to complete Steps 1 through 5, while Request for Proposals skip Step 1. Response submission includes selecting response type, entering unit prices or contract amounts, specifying delivery days, completing a submission checklist, and attaching required documentation with a file size limit of 65,000 KB.
The system automatically times out after 30 minutes of inactivity, requiring vendors to save changes frequently to prevent data loss. Vendors may submit bids with conditions by selecting the appropriate response type and documenting conditions in the comments section. For Request for Proposal submissions, cost, technical, and proprietary documents must be submitted as separate attachments. Vendors can withdraw bids only when the solicitation status remains Open by accessing the Solicitation Responses tab and confirming the withdrawal action. The platform accommodates both Internet Explorer and Google Chrome browsers for file attachment uploads, with identical procedures for both applications.
