About this file

This file is instructional documentation provided by the Commonwealth of Kentucky regarding the submission process for online bids through the Kentucky Vendor Self Service (VSS) platform. The document serves as a user guide for vendors responding to state solicitations posted on the system. The guide covers the complete bidding workflow, including account creation and login procedures, solicitation location and search capabilities, and the multi-step response submission process. Vendors can search for opportunities by solicitation number, keyword description, category, solicitation type (Request for Bids, Request for Quotes, Request for Proposals, Request for Information, or P3 Notice), and status (Open, Closed, Awarded, Reopened, or Cancelled). The submission process requires vendors to respond to bid lines, complete a submission checklist, attach supporting documents, apply any applicable discounts, and submit their final response through the online platform.

The instructional file specifies technical requirements and procedural details for bid submission, including provisions for conditional bids, unit pricing or contract amount entry, and delivery day specifications. Vendors must attach relevant documentation such as annual affidavits, bid sheets, and catalogs, with file size limited to 65,000 KB per attachment. For Request for Proposal submissions, vendors must submit separate documents for cost, technical, and proprietary information. The system includes a 30-minute inactivity timeout, requiring vendors to save changes frequently to prevent loss of work. Additionally, the platform allows vendors to withdraw responses only while solicitation status remains open, with withdrawal requiring confirmation through a verification prompt.
