About this file
This is an instructional guide document issued by the Commonwealth of Kentucky that outlines procedures for vendors to submit bids and responses through the Kentucky Vendor Self Service (VSS) online platform. The document provides step-by-step instructions for accessing the VSS system, locating solicitations, and completing online bid responses. Vendors must first create or log into an existing account on the VSS platform at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService to access available business opportunities. Solicitations can be located using keyword searches by document ID or description, or through advanced search filters by category, type, and status. The specific response process varies depending on solicitation type: Request for Bids (RFB) and Request for Quotes (RFQ) require vendors to respond to specific lines with pricing and delivery information, while Request for Proposals (RFP) follow a different submission structure. All bid responses must be completed within a 30-minute active session window, with the system timing out after periods of inactivity.
The submission process consists of five sequential steps: responding to line items with bid type and pricing, completing a submission checklist, attaching relevant documentation with a maximum file size of 65,000 KB per attachment, providing discount or comment information if applicable, and final review and submission. Vendors must designate attached files as either "Standard" or "Proprietary" and can include supporting documents such as annual affidavits, bid sheets, and catalogs. For RFP submissions, cost, technical, and proprietary documents must be submitted as separate attachments. Vendors have the ability to withdraw submitted responses only while the solicitation status remains open through the Solicitation Responses tab. The guide includes specific instructions for file attachment using both Internet Explorer and Google Chrome browsers.
