About this file

This is an instructional guide document issued by the Commonwealth of Kentucky that provides step-by-step procedures for vendors to submit bids and proposals through the Kentucky Vendor Self Service (VSS) online platform. The document covers four primary sections: logging into the VSS system at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, locating solicitations using keyword searches and advanced filters by category and solicitation type, completing online bid responses, and withdrawing submissions. Vendors must create an account and log in to submit responses. The solicitation search functionality allows vendors to filter opportunities by status (Open, Closed, Awarded, Reopened, Cancelled), type (Request for Bids, Request for Quotes, Request for Proposals, Request for Information, P3 Notice), and category. Response completion varies by solicitation type, with Request for Bids and Quotes requiring unit pricing and delivery days, while Request for Proposals require separate cost, technical, and proprietary documentation.

The submission process requires vendors to complete a response checklist, attach supporting files with a maximum size of 65,000 KB per file, and identify documents as either standard or proprietary. The system includes timeout protection with a 30-minute inactivity period, requiring vendors to save changes frequently to avoid data loss. Vendors may submit bids with conditions through the comments feature and may include discounts or overall bid comments in Step 4. The platform permits withdrawal of responses only while solicitation status remains open; withdrawn responses display updated status on the vendor's Solicitation Responses tab. Both Internet Explorer and Google Chrome browsers are supported for file uploads using the browse function.
