About this file
This is an instructional guide document from the Commonwealth of Kentucky detailing the process for vendors to submit online bids and proposals through the Kentucky Vendor Self Service (VSS) platform. The document provides step-by-step instructions for accessing the VSS website at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, locating solicitations through keyword or advanced search functions, and completing online responses to various procurement types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). Vendors must create an account and log in to submit responses. The submission process requires vendors to respond to line items by selecting a response type (Bid, No Bid, or Bid with Condition), entering unit prices or contract amounts, specifying delivery days, and attaching supporting documentation such as bid sheets, catalogs, and affidavits. The system includes a 30-minute inactivity timeout, requiring vendors to save changes frequently to prevent data loss.
The VSS platform accommodates different file attachment types, including Standard and Proprietary documents, with a maximum file size of 65,000 KB per attachment. For RFP submissions, vendors must attach separate documents for Cost, Technical, and Proprietary information. The submission checklist requires vendor confirmation before final submission. Vendors may include discounts and overall comments in Step 4 and have the opportunity to review their bid submission before final submission in Step 5. Additionally, vendors may withdraw their responses at any time while the solicitation status remains Open by accessing the Solicitation Responses tab, clicking on the specific response, and confirming the withdrawal request.
