About this file

This document is a Scope of Work for Communications Services issued by the Washington County Department of Housing Services in Oregon. The scope of work is part of RFP 2024-028 and seeks to augment staff capacity for the Homeless Services Division, specifically addressing a communication staff member's anticipated leave from March to June. The department requires comprehensive communications services including materials and content drafting, strategic message development, graphic design, storytelling, staff trainings, crisis communications support, and media relations.

The contract will establish rates for each supporting employee based on experience levels (senior, mid, junior), which will be formalized in a subsequent Work Agreement. Invoicing will occur monthly, with the County committed to paying invoices within 30 days. The selected contractor will be expected to provide deliverables as specified, including one-pagers, presentations, talking points, press releases, social media content, and templates. The contract appears designed to be flexible, with services to be requested on an as-needed basis, and the potential for a contract duration of up to five years, allowing the county to maintain an availability list of qualified communication service providers.

Washington County. The Department serves as the county’s Public Housing Authority and Continuum of

Care, supporting housing stability for residents from homelessness response to homeownership.

Communications Services will mostly support the Homeless Services Division, responsible for maintaining a homeless system of care in the county and implementing Continuum of Care and

Supportive Housing Services measure programs and initiatives.

Intent: The Department of Housing Services will be the first to utilize selected firms from RFP 2024-028.

One of the main drivers of the scope of work is to augment staff capacity (Homeless Services Division communication staff member leave is expected March – June) and support strategic discussions, planning, and initiatives. Housing is seeking Communications Services, as detailed below.

Services and Deliverables: Materials and content drafting will be a key deliverable, including synthesizing provided information into one-pagers, presentations, talking points, press releases, social media and more, as requested by Department of Housing Services’ point of contact in writing.

Communications support will also include strategic message development, graphic design (including one-pager and PowerPoint templates), and storytelling (visual, audio, or otherwise). Additional support requested includes staff trainings and coaching to meet Department defined goals. Crisis communications support may be requested, including media relations and reputation management. This would include other services and deliverables as agreed to.

Fees and Rates: Contractor will provide rates for each employee supporting the contract, including level of experience (senior, mid, junior), which will be codified in a Work Agreement between parties.

Joint Obligations: Department staff and contractor will agree to a timeline on a per task or deliverable basis, in writing. The County will strive to provide as much notice as possible with a standard of one week.

County Obligations: The County will pay invoices within 30 days on a monthly basis.

Contractor Obligations: Provide the services and deliverables as provided in this scope of work and Work

Agreement, in accordance with set rates. The Contractor will issue invoices on a monthly basis.
