About this file
This is a Source Sought notice for a federal construction project at the Houlton Land Port of Entry (LPOE) in Maine, issued by the General Services Administration (GSA) Service Center Division. The 90-day period of performance project (N3798597) requires installation of an inbound double-arm gate system measuring 24 feet wide with integrated heated operation capabilities to withstand Maine's harsh climate conditions.
The scope requires a comprehensive gate installation including a traffic light mounted and wired in sequence with gate operations, light-up gate arms (green for up position, red for down position), safety closer sensors, and upright lock capabilities. The gate must be hard-wired to an electrical panel on backup power with a hard-wire control switch positioned within arm's reach of the CBP officer booth window. General tasks include submittal and safety plan documentation; installation of underground power, gate operation mechanisms, and hardwired controls; preparation and pouring of an 8-inch-thick concrete pad with rebar and sealed finish; mounting of the gate with two surface-mounted non-K-rated bollards (minimum 36 inches tall with plastic sleeves); installation of a road sign and traffic light on an angled column for optimal operator visibility; asphalt patching and repair using MDOT-approved methods; site cleanup and final equipment testing; and project closeout. The project is located at 27 Custom Loop, Houlton, Maine 04730, and was developed by Kevin R. Dessureault, Construction Project Manager.
