General Information

NASA Glenn Research Center (GRC) is seeking partners to propose in response to the DARPA High Operational Temperature Sensors (HOTS) program opportunity. NASA/GRC is interested in partners that can collaborate on the development, maturation, and possible implementation of highly innovative high temperature technologies.

The project team will be led by a NASA/GRC civil servant employee and include any combination of highly qualified external partner(s). Proposing core teams can include NASA civil servants and external partners (e.g., from academic, commercial, other government agencies, etc.).

Purpose of Notice

NASA Glenn Research Center (GRC) is issuing this Notice of Partnering Opportunity for the purpose of openly and competitively selecting prospective team members to assist it in the preparation of proposals to be submitted by GRC to DARPA High Operational Temperature Sensors (HOTS) program. This process is being conducted in accordance with NASA FAR Supplement 1872.3. By this Notice, GRC is seeking information from partners regarding their availability, cost, capabilities, and past performance that relates to the high temperature technology development on electronics and instrument development, and laboratory experiments. This Notice also authorizes GRC to award grants, cooperative agreements and/or contracts to its selected partner(s) without further competition or justification, for execution of any GRC proposal that is selected in these partnerships.

Overview

This Notice is not to be construed as a commitment by the Government to enter into a partnership.

This Notice is subject to revision or cancellation at any time. Based on the responses to this Notice, GRC anticipates selecting organizations with which GRC would then immediately work directly and individually to develop, complete, and submit proposals in response to the above-mentioned objectives.

During the development of specific proposals, specific roles and cost estimates for the selected partners will be developed. For any GRC proposal that is selected, GRC intends to negotiate, without further competition or justification, a grant, cooperative agreement, or contract with each proposal partner, consistent with their agreed upon roles and this Notice. During these procurement negotiations, the specific statement of work, terms and conditions, and procurement value will be determined. There will be no exchange of funds between GRC and the teaming partners during the preparation of proposals. NASA GRC will not be responsible for any costs incurred by respondents in preparing a response to proposals or by the selected partners in assisting GRC in the preparation of proposals.

Details of the Opportunity

GRC seeks partners for development of technologies including, but not limited to:

• Achieving both long lifetime and large bandwidth transistors at high temperature.

• Achieving a high-sensitivity transducer at high temperature.

• Integrating a high operating temperature sensor without degrading performance.

The project has up to a 3 year duration and the partner may have leading capabilities in one or more the technology areas above.

As examples, GRC seeks partners with the following capabilities or expertise including, but not limited to:

• Demonstrated experience and capabilities in the fabrication of silicon carbide electronic circuits and sensors related to high temperature operation.

• Demonstrated experience in the design of sensors integrated with electronics.

• Experience in design and testing of circuits/sensors at high temperature.

Corresponding expertise and capabilities are also sought in the other technology areas as well.

Response Content Instructions

Respondents shall address the following in their responses:

1. Proposed contributions relevant to the proposed technology and/or implementation areas above for inclusion in the subject proposal. This may include suggested relevant development activities, fabrication, packaging, testing, and/or device applications.

2. Evidence of successful participation in previous, similar development efforts.

3. Address capabilities the responder has to offer.

4. Identify particularly critical or challenging areas that have been overcome.

5. Describe the work that is similar to the proposed area: to include grants and/or contracts, etc.

NASA/GRC reserves the right to communicate with potential proposal partners for additional information about their interest and capability. NASA/GRC reserves the option to not select any teaming partners under this offering on the basis of material received. All information received in response to this notice that is marked 'Proprietary' will be handled and protected accordingly.

Participation Participation in this partnering synopsis is open to all categories of U.S. and non-U.S.

organizations, including educational institutions, industry, not-for-profit institutions, the Jet Propulsion Laboratory, as well as NASA Centers and other U.S. Government Agencies.

Historically Black Colleges and Universities (HBCUs), Other Minority Universities (OMUs), small, disadvantaged businesses (SDBs)(8a), veteran-owned small businesses, service, disabled veteran-owned small businesses, HUBZone small businesses, and women-owned small businesses (WOSBs) are encouraged to apply. Participation by non-U.S. organizations is welcome but subject to NASAs policy of no exchange of funds, in which each government supports its own national participants and associated costs.

The NAICS Code and Size Standard are 541715 and 1000, respectively.

The Government does not intend to acquire a commercial item using FAR Part 12.

Evaluation Criteria

GRC will evaluate the responses based on the following criteria:

• Relevance of the proposed contributions or approach.

• Effectiveness of the processes/capabilities/qualifications to meet the proposed technology objectives.

• Relevant experience and technical capability. This criterion evaluates the respondent's relevant recent experience in similar activities and technical capability to perform the proposed activity.

Questions

All questions pertaining to this Notice must be submitted to the Contracting Officer in writing via email at ashlee.b.shaw@nasa.gov. Questions are due by 12:00 pm ET on June 23, 2023. If the government chooses to respond to submitted questions, they will be posted at a later date as attachment to this notice.

Response Instructions

Written responses shall:

• Not exceed 2 pages per proposal, plus up to 4 1-page resumes for individuals.

• Use a Calibri font text with a size not smaller than 11 point except for tables and chart graphics which can use 10 point.

• Include all information requested in this notice.

• Provide a Point of Contact and email to address questions from NASA.

Responses are due to NASA GRC no later than 5 p.m. EDT on July 5, 2023. Any responses received after this time and date will be handled as late proposals in accordance with Federal Acquisition Regulation 15.208. Responses to this Notice must be submitted in the form of a Portable Data Format (PDF) file. Responses, technical and procurement questions should be submitted via e-mail to ashlee.b.shaw@nasa.gov.

Communication Restrictions

GRC will impose local restrictions on communications regarding this notice and the processing of responses. All communications with potential respondents will be restricted to the technical and procurement points of contact identified in the synopsis of this NPO.

Additional Information Releases

It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

Evaluators of responses, which are submitted under this process, may include non-US Government personnel (i.e. the Principal Investigator). Therefore, responders are hereby on notice that responders submitted hereunder may be released outside the Government but shall be released solely for the purpose of evaluation of responses as part of this selection process. All responders acknowledge acceptance of this condition by the submittal of their responses.
