About this file
This is a Statement of Work (SOW) for professional custom fabrication, assembly, and fitting services for marine hoses supporting U.S. Coast Guard vessels at SBPL Alameda in Alameda, California. The work involves fabricating and installing new marine hoses for the Over The Horizon-IV (OTH MK4) and Long Range Interceptor (LRI) vessels, including marine gear hoses, engine hoses, and fuel service line hoses. All services must comply with Original Equipment Manufacturer (OEM) and Maintenance Procedure Card (MPC) specifications to ensure optimal system pressure, leak-free performance, and maritime safety compliance. Hose lengths must be measured directly from existing hoses on location since the MPC does not specify actual lengths, and assets are unavailable to leave the base.
The contractor must commence work within two days of acceptance and complete all fabricated hose assemblies and have them ready for delivery or installation within two working days. The scope includes 17 specific hose replacement tasks covering sea chest connections, fuel oil cooler lines, raw water pump connections, lube oil cooler assemblies, heat exchanger lines, turbocharger connections, and crankcase breather hoses. Work procedures encompass visual inspection of existing fittings, removal of old fittings using specialized assembly tools, accurate measurement and cutting of new marine-grade hoses, reinstallation of fittings with proper torque specifications (45 ft-lbs for marine gear lower fittings), and fabrication of fire-resistant fuel service lines. All completed hose assemblies must undergo hydrostatic pressure and leak testing to OEM and MPC certified levels, with the contractor providing all necessary test equipment, safety enclosures, and test fittings. The contractor is responsible for obtaining all required permits, cleanup of hazardous waste and debris, and must notify the Contracting Officer's Representative of their intended start date upon contract award. Primary government points of contact are CWO Ricardo Sotelo (SBPL Alameda) and the COR Michael Monroe.
