About this file
This document is an Addendum to a Request for Qualifications (RFQ) issued by the Commonwealth of Pennsylvania for audit services. The Commonwealth is seeking audit services to enable compliance with Pennsylvania's fiscal code (Act 87 of July 2, 2012) for the Horsemen's Associations. The audits shall be completed within 90 days after the end of each horsemen's organization's fiscal year, and recommendations for changes relating to the maintenance, use, or administration of the funds should be included in the reports. The RFQ requires two annual financial audits for each Horsemen's Association and its affiliates - one audit of the financial statements prepared in accordance with GAAP, and a second audit of the Racing Fund cash receipts and disbursements in accordance with GAGAS.
The auditor is required to prepare supplementary schedules reconciling the Racing Fund amounts in the GAAP financial statements to the cash receipts and disbursements audit, as well as provide reports on internal controls and compliance with the Pennsylvania Horse Development and Gaming Act and fiscal code. The draft reports must be provided to the issuing officer for review and comment before issuance to the Horsemen's Associations, and the final reports must be addressed to both the Office of the Budget management and the respective Horsemen's Association management.
