SOURCES SOUGHT SYNOPSIS (SSS)

Horizontal Furnaces Disclaimer

This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and interoperability of (2) two Stainless Brazing Vacuum Furnaces for use by United States Air Force (USAF) personnel in the 76 CMXG shop. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Any resulting procurement action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release.

INSTRUCTIONS:

1. Below is a document containing a description of the Horizontal Furnaces requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

Horizontal Furnaces

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the ability to provide, deliver, and installation for (2) two Horizontal Loading brazing vacuum furnace with equipment and accessories. The installation will be done on site. The equipment shall include, but not limited to, piping, pumps, valves, regulators, siting work, etc. The equipment shall be new and unused. The equipment shall be complete, so that when connected to the utilities, it can be used for any function for which it is designed and constructed. The equipment shall be one of the manufacturer's current production models which, on the date this solicitation is issued, has been designed, engineered and sold, or is being offered for sale through advertisements or manufacturer's published catalogs or brochures. Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements.

REQUIREMENTS

2400°F (Two hour burnout cycle)

5 x10-5 Torr range (Ultimate Vacuum)

Performance criteria:

Heat up rate (empty)
From ambient to 2200°F within 75 minutes after pump down
Heat up rate (200 lb. Stainless Brazing)
From ambient to 2200°F within 90 minutes after pump down
Cool down Rate (200 lb. Stainless Brazing)
From 2200°F to 175°F within 75 minutes
Pump down rate (empty)
Atmosphere to 5 x10-5 Torr range within 30 minutes, with furnace cold.
Leak up rate
Not to exceed 10 microns Hg per hour, when under clean , no-load conditions

** Furnace must be able to pass TUS requirements for a Class 2 furnace IAW AMS 2750E **

If you are a small business interested in performing a portion of the requirement as a set- aside, provide a brief summary of your company’s experience and past performance within the past three years as a prime contractor as it relates to the magnitude of this anticipated requirement and/or the portion of the work you identified as having the potential to be partially set-aside.

If a large business, relative to NAICS Code 333994, submit the reasonable expectation of subcontracting opportunities for small business concern(s) to provide materials, parts and/or services in support of your capabilities to meet the requirements for qualification and interoperability of (2) two Stainless Brazing Vacuum Furnaces.

Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).

3. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9001, AS9100, etc.)

4. Describe your company’s capability to obtain or manufacture the horizontal furnaces. Also, please provide any additional information regarding the installation process, as well as the training process.

5. Can your company provide this item in accordance with the project objectives listed in the Product Description? See attachment: 01.

B. Repair/Service Questions:

1. Describe your capabilities and experience in modifying existing systems/equipment (hardware and software) to solve maintenance and support problems.

2. Describe your configuration management processes and how you identify and resolve parts obsolescence and diminishing manufacturing sources problems?

C. Commerciality Questions:

1. Is there established catalog or market pricing for our requirement? If you offer this product and/or service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public? Is our requirement offered to both under similar terms and conditions? Briefly describe any differences.

2. Describe your standard warranty and return process for goods and services furnished to the government and commercial customers for items similar in nature to this requirement.
