About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the U.S. Environmental Protection Agency (EPA), seeking to procure an 8'x8' security guard booth for the Hopson Road Gate Entrance at Research Triangle Park. The procurement is a sole source award to Rizon Manufacturing, Inc., with an estimated value of $40,000, driven by the urgent need to replace a non-functional security booth that has compromised site access and employee safety. The booth specifications include steel construction, a 3' roof overhang, climate control (120V air conditioning and heating), a quadplex receptacle, swing door, tempered glass windows, and 360-degree visibility.
EPA conducted extensive market research, including a Sources Sought RFI on GSA eBuy and a Synopsis on SAM.gov, which yielded four vendor responses. However, the Contracting Officer's Representative (COR) determined that none of the alternative vendors could fully meet the agency's precise requirements for size, electrical infrastructure, HVAC systems, security features, and price point. The procurement is time-sensitive, as the current booth's closure has forced all traffic through a single entry point, increasing security risks and employee transit times. The contract includes a delivery timeline of 14-16 weeks after award, with the final justification certifying that Rizon Manufacturing is the only source capable of satisfying EPA's specific needs at a fair and reasonable price.

UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
In accordance with FAR 6.302-1
November 18, 2025
1. Identification of the agency and contracting activity:
Agency: U.S. Environmental Protection Agency
Contracting Activity: Office of Finance and Administration (OFA), Office of the Chief
Procurement Officer (OCPO)
Project Identification: Office of Finance and Administration (OFA), Office of the Chief
Facilities & Security Officer (OCFSO)
Contract/Order Number: RFQ 68HERC26Q0005 / Order # 68HERW26P0001
Title: Security Guard Booth for Hopson Road Gate Entrance, Research Triangle Park
Contractor: Rizon Manufacturing, INC.
2. Nature and/or description of the action:
This document serves as a sole source justification for the procurement of the Research
Triangle Park Hopson entrance security guard booth, necessitated by the original booth being beyond repair and significant implications for the safety of employees. The closure of this entrance has disrupted normal security operations, potentially compromising the safety and security of employees and the facility. This has also resulted in all traffic, employees and contractors being funneled through a single entry that is not intended to handle 100% of the traffic. Without a functional guard booth, the ability to monitor and control access to the site is severely limited, increasing the risk of unauthorized entry and potential security breaches.
The Hopson entry is essential for accommodating traffic from the Northern and Southern counties. At present, employees are required to drive an additional five minutes per trip to use the TW Alexander Entry, which is one of many reasons to expedite the reopening of the
Hopson Gate. Ensuring the timely procurement and installation of a replacement booth is critical to restoring essential security measures, thereby safeguarding the well-being of employees and maintaining the integrity of the facility’s security protocols.
3. Description of the Supply:
The 8’x 8’ Portable Guard Booth is a robust and versatile security structure designed to meet specific operational needs. Its key characteristics include:
a. Steel Construction: Booth is built with high-quality steel, providing exceptional durability and protection against environmental elements and security threats.

c. Roof Design: Featuring a 3’ overhang with a 6’ fascia on the sides, the roof design offers additional protection from weather conditions, enhancing the booth’s longevity and structural integrity.
d. Climate Control: Air conditioner 120V/13,500 BTU roof-mounted unit; heater
120V/1,500 Watt wall mounted unit. The inclusive of the roof-mounted air conditioning unit ensures a comfortable and controlled climate for personnel, which is crucial for maintaining operational efficiency.
e. Quadplex Receptacle: Located by the workspace, this feature provides multiple electrical outlets, facilitation of the uses of essential equipment and technology within the booth.
f. Swing Door: The swing door design allows for secure and easy access, enhancing both safety and convenience for personnel entering and exiting the booth.
g. Windows: Standard tempered glass
h. 360-Degree Security Visibility: The booth is designed to provide comprehensive 360-degree visibility, enhancing personnel to monitor the surrounding area effectively and respond quickly to any security concerns.
i. Workspace: 16” deep, 32” AFF workspace
j. Color: Exterior color: RAL 7037
k. Lighting: 24” light fixture with acrylic lens
Delivery: 14-16 weeks after award

4. Authority:
[X] Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency
Requirement.
Authority: 10 U.S.C. 3204(a)(1)
FAR Cite FAR 6.302-1
5. Describe how the contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
The current site constraints, including bollards, infrastructure, and utilities, necessitate an 8’x
8’ booth. Based upon our market research, not all vendors offer 8’ x 8’ booths as a standard size, and even so they still require significant customization to meet the Agency’s requirement. In addition to its size, the booth must also meet unique functional and security requirements, including electrical distribution, HVAC systems, security devices, IT infrastructure, and reinforced barriers and doors. Rizon Manufacturing, INC. is the only vendor that can provide a booth meeting EPA’s precise specifications and customizations at a reasonable price. No other source satisfies the agency’s requirements.
6. Describe the efforts made to ensure that offers are solicited from as many potential sources as practicable:
Sources Sought RFI 1785608 was posted on GSA eBuy from October 16 to October 20, 2025. EPA ensured that the RFI notified at least three (3) vendors. One vendor responded to the RFI and provided a quote. The Contracting Officer’s Representative (COR) reviewed their response and noted that they met some of the requirements, but their price was significantly higher than the budget received for this procurement. On October 27, 2025, a
Synopsis and Notice of Intent to Sole Source was issued to www.SAM.gov under Solicitation
68HERC26Q0005 as a final attempt to locate any other potential sources. The vendor community was notified of EPA’s intent to sole source to Rizon Manufacturing, Inc. based on our specific requirement needs. However, in accordance with FAR 5.207(c)(16)(ii), responsible sources were invited to submit capability statements, proposals, or quotations by the closing date of November 6, 2025. Four vendors in total responded to the public synopsis. The COR, as the salient technical expert, evaluated the responses. Each of the responses failed to address some or all of the required features of the guard booth and therefore were not considered technically capable.
As a result, based upon the agency’s requirements, responses from vendors, and overall market research gathering, EPA concluded that Rizon Manufacturing, INC. is the only source that can satisfy the requirement.
7. The contracting officer determines that the anticipated cost to the government will be fair and reasonable due to the vendor’s published rates or other available price information.
The government’s price estimate for this procurement is based on historical data, current pricing for materials, labor, and equipment, and similar offerings in the current commercial marketplace. Based upon market research and comparison to the responses from other vendors, the contracting officer determines that Rizon’s quoted price is fair and reasonable.
8. Description of the market research conducted (per FAR Part 10).
The Contracting Officer’s Representative (COR) conducted preliminary market research and located several potential vendors, including Rizon, that provide prefabricated modular security booth structures with features possibly meeting EPA’s requirement. The technical http://www.sam.gov/ team, which included the COR and security managers, noted that Rizon was capable of meeting all of EPA’s requirements, including climate control options and work space options, at a reasonable price similar to the government’s independent estimate. In order to identify additional sources, the contracting officer posted sources sought RFI 1785608 on GSA eBuy from October 16 to October 20, 2025. EPA ensured that the RFI notified at least three (3) vendors. One vendor responded to the RFI and provided a quote. The COR reviewed their response and noted that they met some of the requirements, but their price was significantly higher than the budget received for this procurement. Additional search of websites to locate other potential vendors capable of providing the prefabricated security booth given the identified constraints yielded no viable sources. As a final attempt to ensure offers were solicited from as many potential sources as practicable, a Synopsis and Notice of Intent to
Sole Source was posted on www.SAM.gov on October 27, 2025. Four vendors responded.
The COR, as the technical expert, evaluated their submitted responses and determined they did not fully meet the requirement. Therefore, it was determined that no other supply other than that provided by Rizon Manufacturing, INC could satisfy the agency’s requirement.
9. Any other facts supporting the use of other than full and open competition
Given the constraints of EPA’s required size, specialized customizations, and budget for this procurement, Rizon is the only available source offering a product that satisfies all agency requirements at a fair and reasonable price.
10. A list of the sources, if any, that expressed in writing, an interest in the acquisition.
The following vendors expressed interest:
Ebtech Industrial – capability statement, quote
Ayka Consulting – no information provided
Defenshield Inc – capability statement
Paradise Architectural Panels & Steel – capability statement
PEX Management and Development LLC – capability statement, quote
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supply or service required.
http://www.sam.gov/
There are no actions that the Agency can take at this time to remove or overcome the barriers as related to the constraints identified for the replacement of the Hopson Street Security
Booth. Preliminary research was completed with possible custom options which may or may not increase competition; however, these options would increase prices and would not offer the best value to the Government.
