About this file

This exhibit is an attestation document for the Commission to End Homelessness Homeless Service System Pillars Report, administered by the County of Orange, California, in conjunction with the Emergency Shelter Operations and Services RFP. The document establishes a framework for qualifying proposals based on four identified service pillars: Prevention, Outreach & Supportive Services, Shelter, and Housing. Respondents must select which pillar(s) apply to their proposed services, provide a description demonstrating how their proposal meets the best practices and guiding principles of the selected pillar(s), and complete a five-point attestation acknowledging the Commission to End Homelessness as an advisory body, recognizing the rigor of the Pillars Report development process involving industry experts and individuals with lived experience, and committing to meet the defined standards throughout the contract duration. The Orange County Board of Supervisors directed on October 18, 2022, that the Homeless Service System Pillars Report be utilized as a framework for designing and developing programs addressing homelessness across the county.

Respondents are required to sign and submit this exhibit with their proposal or bid response, and may be asked to report on and demonstrate their adherence to the selected pillar standards at any point during contract performance. The complete Pillars Report and summary document are available through the County's links for reference. This attestation is a mandatory compliance component of the solicitation process for emergency shelter operations and services, with questions to be submitted by June 10, 2026, before 5:00 pm through the County's eProcurement Portal, and all proposals must be submitted electronically through that same system.
