About this file

This document is a comprehensive set of architectural and engineering plans for parking lot repair services for Homefront, a local organization in Billings, Montana. The project involves three distinct bid items covering parking lot repairs at multiple locations: Eagles Nest Subdivision (362-368 Aristocrat Drive and various Westchester Square addresses), Woody Subdivision (1890 Woody Drive), and Scattered Southside locations (415-465 Bunting Drive and 2720-2726 4th Avenue South). The repairs include dig outs, crack sealing, and Type 2 slurry sealing, with specific quantities detailed for each site: Eagles Nest has between 50-1,582 square feet of dig outs per location, Woody Subdivision has 5,867 square feet of dig outs, and Scattered Southside sites range from 420-852 square feet of dig outs.

The project specifications require contractors to follow Montana Public Works Standard Specifications (6th Edition, March 2010) and City of Billings Standard Modifications (January 2021). Pavement repairs involve removing existing asphalt, conditioning and compacting the subgrade, and installing 3-4 inches of Type B-modified asphalt over 12 inches of crushed base course. The bid allows contractors to bid on any or all three items, with final payment based on a lump sum and adjusted for actual quantities. Additional requirements include resetting parking blocks, re-striping lots, and applying waterborne pavement markings. The project is being managed by Schutz Foss Architects and Sanderson Stewart Engineering, with Homefront as the owner, and was issued on April 5, 2024, with project number 2404.

PAVEMENT REPAIR NOTES - EAGLES NEST SUBDIVISION

Each parking lot facility above was assessed and a Raken report was prepared for each, which provides an estimate for square feet of dig outs and lineal feet of crack sealing. The Raken report also includes photos of each parking lot facility and markings for dig outs. (Reference the Raken documents in the project manual).

This bid shall include all labor, equipment, and materials necessary to rehabilitate the above-described parking lots. The bid shall include removal and replacement of the pre-cast pin down parking blocks, repair of asphalt cracks exceeding ½ inch in width per the crack repair detail, cracks less than ½ inch wide routed and filled with sealant, removal and replacement of asphalt as defined by the painted “dig out areas” at each location, provide a Type 2 slurry seal, and parking lot striping.

The ”dig out” areas shall include the cut out and removal of the asphalt surfacing.

The base course shall be removed to subgrade, which must be moisture conditioned and compacted. The replacement pavement section shall be 3 inches thick of Type B-modified asphalt over 12 inches of crushed base course. Pavement replacement at 1472-1486 and 1526-1542 Westchester Square South shall be modified to be 4 inches thick Type B-modified asphalt.

The bid includes the quantities listed above for each individual lot. Final payment shall be based upon the bid lump sum with adjustments for increases/decreases from the above units at the established unit price.

Additionally, include a slurry seal over all existing surfaces and patches less than 250 square feet.

After pavement repairs are complete, reset all removed parking blocks. Re-stripe parking lots to existing configurations complete with regular and handicap parking stalled, striped walk ways and restricted zones for light poles, dumpsters, etc.

See Sheet 2.4 for PAVING REPAIR DETAILS.

PAVEMENT REPAIR NOTES: SCATTERED SOUTH SIDE SITES

All improvements shall be performed in accordance with the Montana Public Works Standard Specifications 6 th

Edition, March, 2010, and the City of Billings Standard Modifications, January, 2021.

Each parking lot facility above was assessed and a Raken report was prepared for each, which provides an estimate for square feet of dig outs and lineal feet of crack sealing. The Raken report also includes photos of each parking lot facility and markings for dig outs.

The replacement pavement section shall be 3 inches thick of Type B-modified asphalt over 12 inches of crushed base course in parking areas. Pavement replacement within drive aisles shall be modified to be 4 inches thick Type B-modified asphalt.

The bid includes the following quantities in the table below.

B. MATERIALS

1. Furnish a bituminous material that meets the following requirements:

2. Furnish a Type II aggregate that meets the following requirements:

C. CONSTRUCTION REQUIREMENTS

Mix Design

Contractor is responsible for the mix design. Submit mix design to the Engineer at least two weeks prior to the work. Mix shall consist of 24% Type II aggregate and 76% bituminous material. Dilution of emulsion will not be allowed unless approved by Engineer.

Provide asphaltic emulsion data as follows:

b. Certificate of compliance and a copy of the specified test results

2. Equipment

The mixing can be done within a truck mounted machine. The mixer shall blend all materials to form a homogeneous mixture.

3. Application

Road must be swept and clean prior to application. Surface must be free of all foreign, objectionable, and vegetative material or debris. The Engineer shall approve surface preparation before sealing.

Apply the slurry seal at a rate of 10-20 lb/sy. Demonstrate a uniform application of slurry seal producing 100 percent coverage of the surface after curing, as approved by the Engineer.

4. Limitations

The slurry seal shall not be applied unless both the pavement and air temperature are 55° F and rising.

Apply during daylight hours. Follow manufacture's recommendations.

D. MEASUREMENT AND PAYMENT

Type 2 Slurry Seal is measured by the square foot (SF).

Price and payment is full compensation for alt labor, equipment, tools, materials, delivery, and incidentals necessary to complete this item.

PAVEMENT MARKINGS AND MARKERS

Provide waterborne pavement markings for all parking lot striping and markings. Refer to Section 02581 of the Montana Public Works Standard Specifications, 6th Edition.
