Determine the feasibility of creating a changeable roadway testing and evaluation capability that will support ADS developers and roadway providers:
Understand and evaluate how roadways can be adapted to enhance performance of ADS Support the development and planning of joint roadway and ADS testing activities.
Extend testing and evaluation activities given the ability to support reconfiguration of roadway features.
Facilitate collaboration among stakeholders to identify and modify testing configurations that meet the multiple needs of stakeholders.
Address testing and evaluation under complex roadway environments.
Overview of Required Tasks Task 2: Stakeholder collaboration ID representative ADS/Roadway Stakeholders Task 3: ADS/Roadway Test and Evaluation Scenarios Identify roadway scenarios and roadway features in scenarios (inventory) Task 4: Roadway Scenario/Features Visualization Tool Depict scenarios and features from different perspective to support understanding of roadway features and artificial scenario development Task 5: Understanding ADS perception of Roadway Features Investigate and develop methods to profile roadway features (how ADS sensors “read” roadway features) and develop roadway feature profiles
Overview of Required Tasks Task 6: Develop Conceptual Artificial Roadway Feature prototypes Identify what features can be artificially depicted and describe conceptual prototypes (fabrication instructions) Task 7 (optional): Proof-of-concept Fabricate and test identified roadway features that support staging a proof-of-concept scenario and compare to actual scenario and feature.
Task 8 (optional): Determine Feasibility of Changeable Roadway Capability Demonstrate changing from one scenario to another and assess utility and cost
Unique aspects/Anticipated project issues May be many different roadway features ADS uses to perceive the roadway environment May not be able to mimic various roadway features Will need to limit scenarios to be studied but still represent a essential number of roadway features Will need input from both private and public SMEs Need to be cognizant of competitive/proprietary lines Need to understand ADS/Roadway system testing and evaluation needs.
Are you anticipating that the entire team is constructed prior to award? Does USDOT have any requirements related to subcontracts (e.g. non disclosure, data rights, etc.) that would be included in the team subcontracts?
When responding to the RFP offerors should identify the team members and how each will support the research. There needs to be indications in the proposal that there is a least an acknowledgement that each team member is willing to participate in the work.
Questions Received Via Email
Are we able to use the small business as prime contractor and subcontract work to the rest of the team? Related to this - will there be any restrictions on how much of the work can be subcontracted (if for example a part of the project needs 75% involvement for state resources, will be able to subcontract 75% of a deliverable to the state?
Subcontracting opportunities may be available depending on acquisition strategy. Per FAR requirements Small Businesses who choose to subcontract with other entities must provide at least 50 percent of the contract cost for personnel.
What roadway resources might be desirable/necessary (perhaps some examples of "roadway features" that are of particular interest)?
Task 3 investigates roadway features that may be of interest.
I imagine you are already planning to discuss the contract - does USDOT have a preference for the contract structure (e.g. FFP)?
Currently we are anticipating a Time & Materials contract, however we are also exploring Hybrid (FFP/T&M) pricing structures.
All comments and questions about the Draft Statement of Work must be submitted in writing, via email, no later than 12:00pm EST, Friday, March 20, 2020 Comments on the SOW will be considered Capability Statements are also due to the CS & CO by 12:00pm EST, Friday, March 20, 2020 A copy of this PowerPoint will be posted on Beta SAM along with an attendee list
