Scope of Work

HOFU Care House Barn Stabilization

Hopewell Furnace National Historic Site (HOFU) Elverson, PA

1.0 Background

1. The Care Barn is a good example of a mid-19th century Pennsylvania bank barn and is a contributing building in the Hopewell Furnace National Historic District.

The barn now suffers from differed maintenance as well as some structural issues identified when the HSR for the Care House and Barn was completed in 2018. The barn currently serves the park as storage for surplus materials.

2. This project will stabilize components of the Care House barn using the methods described below. This project will address the structural items using temporary supports to stabilize the building while a larger project is developed for the permanent repairs and finishes.

a. The location of the work is Hopewell Furnace National Historic Site

(HOFU)

b. The address for the park is 2 Mark Bird Lane, Elverson, PA 19520.

2.0 Scope

1. Contractor is responsible to field verify all estimated quantities

a. It is STRONGLY encouraged that each bidder visits the site and fully acquaints themselves with the problems and conditions they will encounter if they become the successful bidder. Since absence from visiting the project will not be considered as an excuse for misunderstanding of the requirements of the contract, bidders are strongly encouraged to visit the park and attend the pre-bid site visit(s).

2. Contractor must be knowledgeable of and adhere to all federal, state and local laws and regulations governing the types of work included in this document.

Contractor shall also follow the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Contractor shall plan, schedule, coordinate, and assure effective performance to provide the services required.

3. Contractor(s) shall be licensed in their respective jurisdictions. Contractor(s) are solely responsible for measuring and verifying in field, prior to bidding, all existing dimensions, sizes, areas and conditions. Also prior to bidding, contractor(s) shall investigate and verify nature and extent of work necessary and advise NPS in writing of any discrepancies and/or omissions in the requirements.

4. This contract requires the independent Contractor, functioning not as an agent of the Government, to provide all personnel, facilities, tools, labor, equipment, supervision, transportation (except as otherwise specified in the Contract), correspondence, supplies, staging and materials necessary to:

a. Provide stabilization, as described in the tasks below, to the Care House Barn.

3.0 Objectives

1. The goals of this project are to:

a. Provide stabilization for the Care House Barn to protect the items stored within and aid in preventing further movement.

4.0 Tasks and requirements

1. General

a. The contractor shall be familiar with the requirements stated in this scope of work and meet with the park staff to gain a clear understanding of the design and functional requirements of work desired.

b. In carrying out the work described herein the contractor shall include the quantities provided as the basis of bid for each section/task in their bid.

Dimensions are the responsibility of the contractor and must be confirmed in the field. The quantities of work provided are to be considered as allowances for the quantity of work to be performed under the contract.

The contractor shall keep an accurate record of the work performed and shall notify the COR when the quantity of work performed equals 80% of the allowance for that type of work. The contractor is not to exceed the allowances for the work without written authorization from the Contracting Officer (CO). No adjustment to the bid price will be allowed for observable conditions on site.

c. The contractor will confirm existing site conditions and measurements.

Drawings, shop drawings, material samples and product submittals related to the proposed work will be prepared and submitted to the National Park Service (NPS). NPS approval shall be obtained prior to ordering materials. Work will be executed as described in the approved drawings and submittals.

d. Should hazardous materials be encountered, contractor(s) and their employees shall not conduct work with, or on, hazardous materials without proper training, certifications, protective equipment, and required notifications.

e. Weather Limitations: Any work that could be impacted by weather conditions shall only proceed when existing and forecasted weather conditions permit work to be performed according to manufacturer’s written instructions and warranty requirements.

f. Contractor and their subcontractor(s) vehicles shall not obstruct the road.

If deliveries cause obstructions that cannot be avoided, the contractor shall have flagging personnel on both sides of the obstruction. No parking or staging will be permitted in the adjacent fields.

i. Vehicles shall not block roads or trails with out advanced notification and COR approval.

g. All plans from the contractor, such as safety plans, shall be project specific. Plans that do not relate to the tasks of this scope of work will not be accepted. Plans must show the risks or hazards associated with this project and how they will be addressed or mitigated.

h. The contractor shall provide as-built drawings of completed work to the COR within 30 days of the completion of the project.

i. As-built drawings are required for all changes to existing systems (mechanical, plumbing, electrical), changes to existing plans, and installation of new components.

i. The contractor shall provide all completed warranty cards to the COR within 30 days of the completion of the project.

j. Contractor(s) shall be licensed in respective jurisdictions. Contractor(s) is solely responsible for measuring and verifying in field, prior to bidding, all existing dimensions, sizes, areas and conditions. Also prior to bidding, Contractor(s) shall investigate and verify nature and extent of work necessary and advise NPS in writing of any discrepancies and/or omissions in requirements.

k. Submit samples, product manufacturer’s information and shop drawings as applicable for NPS review and approval, allowing sufficient time in project schedule for Technical and Compliance reviews. Upon approval, provide and install new replacements, repairs and related work as applicable.

i. Samples shall be submitted for approval for all materials to be used.

l. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW.

m. Any on site storage of materials shall be coordinated with the COR. Store and protect all materials in accordance with manufacturer’s requirements.

n. Erect, establish and maintain safety & security barricades, scaffolding, shoring and ladders sufficient to secure the structures and sites during the course of work and safely perform the work in accordance with all regulations.

i. All areas under construction shall have signage to alert visitors of the work and be fenced to keep visitors out.

o. The Contractor shall provide proper safety equipment to employees and ensure a safe work environment for employees, the general public, and Government employees at all times. The Contractor shall work to ensure free, unobstructed, and safe access to and about work areas.

p. Any activities that produce flames or sparks will require the submission of a hot work permit to the park’s safety coordinator. Copies of this form will be provided to the contractor as needed and shall be submitted five (5) business days prior to the activity.

q. All excavations or ground disturbance shall require prior notification of five

(5) business days to schedule the archeologist.

r. No excavations shall be left open overnight. Open holes and trenches are to be covered and the area is to be surrounded with construction fencing.

s. Preservation of Natural and Cultural Features: Confine all operations to work limits of the project. Prevent damage to all natural and cultural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants with native seed and/or plants, repairing or replacing materials in-kind if necessary, all at the direction of the CO and at no additional expense to the Government. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with COR and remove only roots and branches that interfere with construction and are approved by the COR.

t. Restoration of all ground and areas disturbed in execution of this contract shall be fully restored to original condition, including all grading, seeding (with Park approved native seed mixture), and mulching. Perennial ryegrass is not permitted. Any completed trail surface disturbed as part of this contract shall be restored to original condition.

u. Archeological Resources: If any evidence of prehistoric, historic, and recent 20th century artifacts, including charcoal, human bones, ash, fire rocks, and building materials that indicate the presence of past human occupation is encountered during construction, all work in that area shall stop immediately and the discovery shall be reported to the Contracting Officer Representative. The contractor shall coordinate with the parks Archeologist to be on site during excavation(s).

v. Any damage resulting from Contractor’s operation shall be immediately brought to the attention of the Contracting Officer’s Representative.

w. The Contractor shall take all necessary and reasonable measures to keep these sites clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in approved containers, remove, and properly dispose of trash off site daily. Keep work site(s) clean on a daily basis. Any materials that can be recycled must be recycled.

x. At the completion of all work, the Contractor shall remove all equipment, tools, surplus materials, and shall clean all work areas. The Contractor shall be responsible for providing all tools, supplies, materials, and labor necessary for cleanup.

y. Demolition materials shall become the property of the Contractor. Dispose of all removed materials in accordance with local regulations and best practices.

z. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

aa. Existing Utilities: There are no existing utilities on site for the contractor.

bb. The contractor shall be responsible for the documentation of all efforts to include design drawings, shop drawings, product submittals, licensing agreements, quality control documents, material testing results, permitting, and all other documentation associated with the project.

cc. Any design drawings or shop drawings of the proposed work will be prepared using an electronic drawing program such as AutoCAD or similar. Drawings will be scaled and contain detail sufficient to communicate the intent of the designer and permit a thorough and detailed on-site inspection of the work by NPS inspectors. Hand drawn sketches of the proposed work are not acceptable shop drawings and will be rejected without review. Product submittals may be cut sheets but must clearly indicate and highlight the specific item to be used. Product submittals that do not indicate and highlight the specific item to be approved will be rejected without review.

dd. All work, including those elements that are typically hidden from normal view or inspection, shall be installed in a neat and workmanlike manner.

ee. Upon completion of all work and demobilization of equipment and materials the contractor shall remove all construction associated debris and equipment from the work site, repair any damage to adjacent structures and reseed damaged lawn areas affected by the work.

ff. Codes, Regulations and Standards

i. The NPS requires that all work be performed to all applicable codes, regulations and standards that are relevant to the work of this project.

2. Support assembly configuration

a. Leveling bed:

i. Place plastic sheathing on the ground in areas to receive the leveling bed.

ii. Provide and install gravel on top of the plastic sheathing to create a firm level surface for the bottom member.

b. Bottom member:

i. No less than 6” x 8” pressure treated lumber.

ii. Length shall be the size of the span to be supported plus a minimum of twelve inches on each end.

iii. Member shall be oriented to provide the 8” side to place the post

on. (8” wide and 6” tall)

c. Posts:

i. Interior

1. Interior posts shall be Ellis Light Duty Steel Lifting Shore /

Lifting Jack Post or equivalent.

a. Posts must be adjustable.

b. Posts shall be sized to fit in their location with minimal extension of the adjustment screw.

2. At two locations, where there are existing 2” x 4” vertical members in the west girder assembly, existing 2” x 4” members must be replaced with wood 6” x 6” posts.

ii. Exterior

1. Posts for the exterior assembly shall be Ellis Light Duty Steel Lifting Shore / Lifting Jack Post or equivalent.

2. Exterior posts must be wrapped with a wood textured PVC board product.

a. Post wrap shall be square in dimension(s) and cover the post and the upper and lower post pads.

b. PVC product must be ¾ inch thick or greater.

d. Top member:

i. No less than 6” x 8” pressure treated lumber.

ii. Length shall be the size of the span to be supported plus a minimum of twelve inches on each end.

iii. Member shall be oriented to provide the 6” side to place the post

on. (6” wide and 8” tall)

3. At the Western Girder, temporary support will be installed to support the girder where the existing vertical support has been undermined. This work will include placing a 6” x 8” pressure treated member on the leveling bed, to the west of the existing post and parallel to the nearest exterior wall, installing two support posts, and installing the 6” x 8” top member.

a. Minimum length 3 feet.

4. At the Eastern Girder, temporary support will be installed to continue the support of the girder to the south wall and include the last two joists currently supported by the existing eastern girder. This work will include placing a 6” x 8” member on the leveling bed, within 6” to the East of the existing girder, installing support posts at equal spacing to the existing girder, and installing the 6” x 8” top member.

5. At the Eastern Girder, southern most column, temporary support will be installed to support the girder where the existing vertical support has been undermined.

This work will include placing a 6” x 8” pressure treated member on the ground next to the existing post to spread the load and installing a support jack post and temporary girder.

6. Install 6” x 6” posts under the western girder where 2x4 posts currently exist.

a. At two locations along the western girder remove the existing 2” x 4” posts and replace with 6” x 6” posts.

7. Install temporary support assembly under two floor timbers where they have failed in the bearing pocket of the west wall. Assembly will consist of a 4 foot pressure treated floor member, two posts, and a 4 foot top member to support the two floor timbers.

8. Install framing on the outside of the structure at the rear overhang to continue the existing interior columns to grade. This will consist of the installation of new wooden posts between the new top and bottom members that would be installed beneath the existing 1st floor posts for a total of 5 posts.

5.0 Quality Assurance

1. The quality of all work shall be the responsibility of the prime contractor. Inspect and test all work often enough, including all subcontractors’ work, to ensure that the quality of materials, workmanship, construction, finish and functional performance is in compliance with applicable specifications and drawings.

2. The project superintendent or project manager shall inspect the project, ensuring all work is complete, prior to scheduling inspections.

a. Contractor shall provide 72 hours’ notice when scheduling inspections.

3. All work shall be by qualified workers skilled in their trade. Substandard, defective and/or inferior work shall be corrected or replaced at the Contractor’s sole expense.

4. Contractor, subcontractor and personnel requirements/experience:

a. All contractor(s) and sub-contractor(s), and their employees that will be working on site, shall have the appropriate levels of certifications, licensing and training for the types of work they will be performing.

b. General contractor (Contractor that is awarded the contract) shall have experience in the successful completion of projects of similar scope, size and complexity on significant portions or parts of the work as demonstrated below.

i. Minimum firm qualification for the Contractor is five (5) years of experience demonstrated by the successful completion of a minimum of three (3) projects of similar scope, size and complexity in the last five (5) years.

ii. Contractor must show experience installing temporary support to historic structures of similar materials and size. The contractor shall provide two (2) projects of similar scope, size and complexity completed in the last five (5) years

iii. Provide a list of projects of similar scope, size and complexity involving temporary structural support in the last five (5) years.

Provide a brief description including up to three (3) photographs of each of three (3) projects of similar scope, size and complexity completed in the past five (5) years.

c. Site Superintendent shall be responsible for the performance of the work.

The name of this person and an alternate who shall act for the contractor when the superintendent is absent shall be designated in writing to the contracting officer. The site superintendent or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The site superintendent, or alternate, shall be present on site at all times when the contractor’s employees or their subcontractors are working.

i. The Site Superintendent must have a minimum of (5) five years of experience in construction field; at least (2) two years of managing construction work crews for similar tasks. The Job Superintendent must have a demonstrated experience in working on historic structures with a minimum of (3) three projects that on similar work.

ii. Provide a list of (3) three projects of similar scope, size and complexity they have served as superintendent on in the last (6) years.

6.0 Delivery

1. The contractor shall develop and submit a Quality Control Plan (QCP) that implements procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which they assure themselves that their work complies with the requirements of the contract. The QCP shall be delivered to the COR for approval. After acceptance of the QCP, the contractor shall receive the contracting Officer’s acceptance in writing of any proposed changes to their QC system. A revised copy of the QCP shall be submitted to the Cor within five (5) working days when changes are made thereafter.

2. Other plans and documents that must be submitted and approved prior to work beginning include, but are not limited to:

a. Health and safety plan.

b. Project schedule.

c. Schedule of values.

d. Project site plan.

e. Accident prevention plan.

f. Sediment and Erosion plan

3. Plans and documents required after the start of the project include but are not limited to:

a. Look ahead schedule.

i. Contractor shall provide a one week look ahead schedule each

Friday to the COR. This schedule shall include work tasks to be completed for the following week.

b. Other plans and items as required by the tasks such as product submittals and testing results.

c. Project Photos.

6.0 Government-Furnished Property

1. Services

a. The Government shall supply no other service to the contractor.

2. Facilities

a. The government will provide no facilities to the Contractor. A staging area will be designated for the contractors use.

3. Utilities

a. The Government will provide no utilities to the contractor.

b. This work is in a section of the park that is separated from the main portion of the park. This section of the park does not have any access to electric or water and the contractor must provide these utilities as needed.

4. Equipment

a. The Government will provide no equipment to the contractor.

5. The Government will provide no other materials to the Contractor.

7.0 Security

1. All structures, gates, and access points must be secured at the end of each day.

8.0 Place of Performance

1. The location of the work is throughout Hopewell Furnace National Historic Site, located at 2 Mark Bird Ln, Elverson, PA 19520

9.0 Period of Performance

1. A non-mandatory pre-bid site meeting will be schedule by the Contracting Officer.

It is STRONGLY encouraged that each bidder visits the site and fully acquaints themselves with the problems and conditions they will encounter if they become the successful bidder. Since absence from visiting the project will not be considered as an excuse for misunderstanding of the requirements of the contract, bidders are strongly encouraged to visit the park and attend the pre-bid site visit(s).

2. The period of performance shall be 30 calendar days from the Notice to Proceed.

3. Recognized Holidays:

a. The contractor is not authorized to work at the site on Federal Holidays or weekends unless specifically authorized in writing by the NPS Contracting Officer. Requests to work over a holiday or weekend must be received no less than five (5) working days prior to the holiday.

4. Hours of Operation:

a. The contractor is responsible for conducting business at the site between the hours of 7:00 am to 3:30 pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Work outside of these hours will not routinely be approved and must be requested with the Park and COR no less than five (5) days prior.
