About this file

This is a Sole Source/Brand & Emergency Justification Form submitted by the Clayton County Water Authority (CCWA) requesting approval for a sole source procurement. The authority is seeking to purchase Fiberglass Reinforced Polymer Mortar Pipe in sizes ranging from 18 inches to 60 inches for sewer replacement purposes. The requestor, Clifford Beroset, Senior Manager of Construction Services & Engineering, submitted the justification on April 23, 2026. The procurement does not specify a particular contract term, delivery schedule, or project timeline within the provided documentation.

The estimated total cost of this procurement is $6.07 million, which exceeds the $100,000 threshold and therefore requires Board Presentation approval. Hobas Pipe USA (JDE Vendor No. 202663) is identified as the sole source supplier. The justification for sole sourcing is based on Hobas Pipe USA being the only 100% U.S.-based manufacturer of Fiberglass Reinforced Polymer Mortar pipe systems in North America, providing unique capabilities including reliability, shorter delivery times, U.S.-based warranty support, and full compliance with American labor and environmental regulations. The CCWA has established a history of using Hobas Pipe USA for all fiberglass purchases. Per procurement requirements, the intended sole source purchase must be posted to the Georgia Procurement Registry for a minimum of fifteen calendar days to allow potential competitors to protest the sole source designation. The approved sole source will expire three years from the approval date.
