REQUEST FOR INFORMATION (RFI)
ONLY
The United States Army Engineering and Support Center, Huntsville (CEHNC) is hereby releasing this Request for Information (RFI) for U.S. Army Office of Energy Initiatives (OEI), U.S. Air Force and Office of Energy Assurance (OEA), requirement to acquire a comprehensive online information resource to obtain industry, market, and utility information regarding the energy industry. Companies are encouraged to respond to this request if they are interested in receiving the Request for Quote (RFQ) for the requirement described in the Statement of Work (SOW), Attachment 1 and shall complete the RFI Questionnaire, Attachment 2.
There is an incumbent contractor. The procurement method for this requirement has not yet been finalized. The information resulting from this RFI will assist the Government in finalizing its overall acquisition strategy. The Government will not reimburse respondents for any costs incurred in preparation of response to this announcement.
This is a REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ). No quotes will be accepted at this time. Estimated RFQ opening date is undetermined at this time.
All responses will be considered. No hard copy or facsimile submissions will be accepted.
Extraneous materials (brochures, manuals, etc.) will not be considered. The Government does not intend to rank submittals or provide any reply to interested firms.
Responses to this RFI shall be submitted by 4:00 PM CST on 5 June 2017 to Leigh Cathey at leigh.cathey@usace.army.mil and Marla Jacobs at marla.jacobs@usace.army.mil.

Energy On-line Subscription Service Online Subscription
Statement of Work (SOW) As of 11 April 2017
1. General. In support of the U.S. Army Office of Energy Initiatives (OEI), U.S. Air Force and
Office of Energy Assurance (OEA), the U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC), has a requirement to acquire a comprehensive online information resource to obtain industry, market, and utility information regarding the energy industry. This information will assist OEI and OEA to meet their commitment for employing an enterprise-wide approach to initiate, execute, and manage large-scale renewable and alternative energy security projects on U.S. Army installations and U.S. Air Force sites worldwide.
2. Scope.
2.1 The subscription license to an online information resource must include information in the following global energy industry and market categories:
2.1.1 General – Natural Gas, Coal, Oil, Nuclear, Hydro
2.1.2 Renewable Energy – Geothermal, Wind, Biomass, and Solar
2.1.3 Clean Technology Grids – Smart Grids, Energy
Storage, and Power Transmission
2.2 The online information resource must specifically be capable of providing the probability of project completion for large-scale renewable projects, namely wind projects (>100MW) located onshore and solar PV (>5M) projects.
2.3 The online information resource must specifically provide the capability of searching substations and pinpointing the locations on a map.
2.4 The online information resource must specifically be capable of providing information on new transmission line ownership and capacity.
Each global energy industry and market category must provide relevant information in the following sectors: current and future projects, latest news, professional contacts, regulations, research, and financial information.
3. Requirements. Through this subscription license service, the Contractor shall provide to
OEI and OEA the range of data and analyses as listed above and shall make the data services available electronically 24 hours a day, seven (7) days week, 365 days a year. The Contractor shall provide customer service support Monday through Friday, during normal business hours, (typically 8 AM to 5 PM Eastern time).
4. Period of Performance. The contract shall consist of a base year with four (4) 12-month option period years for a total period of performance (PoP) not to exceed five (5) years. The base period will start on date of contract award and continue through one (1) year thereafter.
If exercised, optional periods will begin at the end of the previous contract period.

6. Delivery

i. All packages e-mailed and shipped shall be clearly labeled “Energy On-Line Subscription Services.”
ii. All quotes must include shipping costs for inside delivery to address listed above in Section 4.2.
iii. Electronic delivery procedures shall entail an e-mail to the person listed above in Section 5.2, which shall include links to access software on-line, applicable license key codes, technical support numbers, service level agreements, etc.
iv. Upon e-mailing and shipment of equipment, license key codes, links to access software on-line, etc., the contractor shall e-mail the Points of Contacts (POCs) listed in Section 6 below. The e-mail shall include the delivery order number, when the order was shipped, the tracking number used by the common carrier, and a worldwide web "hot-link" and, if possible, a toll-free telephone number to the common carrier.
7. Invoicing Instructions. The Contractor shall provide invoices in accordance with FAR
32.905(b). Electronic invoice submissions must be created in black and white and in Adobe’s Portable Document Format (PDF) and comply with the requirements specified within this contract. At a minimum, invoices will contain the following elements:
Name and address of the contractor (Note: Differences between the remittance address on the invoice and the data on record in the System for Award Management (SAM) can potentially cause delays in payment. Please verify these data agree exactly.) Address on invoice shall match address in block 17a of the contract.
Invoice date and number Entire Contract number, contract line item number, the order number and modification number as applicable.
Description, quantity, unit of measure, unit price and extended price of the item delivered. Item description must match those contained in the purchase order/contract description.
Delivery tracking information to include tracking number and name of the person accepting delivery.
In cases where there is no physical delivery, please include all email correspondence to the electronic delivery POC (the customer) when the product becomes available for download or is renewed in accordance with the statement of work. Read receipts may help substantiate electronic delivery.

All invoices for this contract action shall be emailed to the following locations for processing:

Final invoices with respect to a specific contract/delivery order/task order shall be clearly marked “FINAL” and submitted within 45 days after period of performance end date specified in contract. NOTE – In some cases the first invoice may also be the final invoice.
Payment Processing will begin: 1) after the Government accepts delivery of the supplies and/or services being billed, and 2) receipt of invoice in accordance with these instructions.
NOTE: The Acquisition PM is responsible for determining the acceptability of the invoice and annotating the Government’s official “received” date. The received date is used on occasions where interest must be calculated for late payment. Deficient invoice submissions will be rejected. Partial billing is not authorized unless approved at the time of award.
