About this file
This document is a Request for Information (RFI) issued by the Aerial Networks Division and AFLCMC/PZI at Hanscom Air Force Base seeking potential contractors for a radio frequency (RF) cabling installation project. The project involves procurement and installation of new RF cabling on a 120-foot composite tower located at 15 Eglin Street, Building 1607, as part of enhancing the Tactical Data Networks (TDN) Lab. The effort is a small business set-aside with NAICS Code 335929, requiring a contractor capable of working on a plastic RF tower and meeting stringent technical and environmental standards.
The RFI requires the selected contractor to conduct a pre-installation site survey, provide all necessary personnel and equipment, install and test RF cabling to support operations up to 6GHz, and ensure compatibility with multiple tactical data link standards including Link 16, Link 11, and Link 22. Contractors must adhere to numerous technical guidelines, including telecommunications cabling standards, electrical systems regulations, and safety protocols. The project has a 60-day completion timeline from contract award, and interested parties are asked to submit a letter of interest detailing how they will meet the specified requirements. This is not a formal solicitation, and the government does not guarantee contract award based on the responses.

Through this RFI, the Aerial Networks Division and AFLCMC/PZI, is seeking information from interested contractors for the procurement and installation of new Radio Frequency (RF) cabling on a composite tower, standing approximately 120 feet tall, located at 15 Eglin Street, building
1607 on Hanscom Air Force Base. The HNAE division is enhancing their Tactical Data
Networks (TDN) Lab with a refresh project including updating the cabling that runs up the composite tower to an antenna that can withstand the harsh New England environment.
Technical Description:

The Contractor shall provide the personnel to complete any installation and assembly along with providing delivery of all tools and ancillary equipment needed for completion. The contractor must be capable of working on a plastic RF tower. The Contractor shall ensure all owners’ manuals, warranty information, maintenance and care instructions and any other information or documentation is provided to the Government. The Contractor will conduct a pre-installation site survey to determine the actual needs for materials and personnel to complete the installation of RF cabling, re-installation of GFE antennas and provide list of materials, schedule and drawings needed based on the pre-installation site survey. The Contractor will provide assistance, as needed, by TDN Lab in coordination with other base agencies for the installation and other work needed to complete this project. The Contractor will test and document the installed infrastructure to ensure it will support operations up to 6GHz and provide documentation of the ‘as built” infrastructure to include cable length, losses, and other mounting hardware.
The materials used must be capable of withstanding the harsh New England environment and to include the ability of water intrusion prevention of the cabling.
The system should be capable of testing and platform integration to verify that the TDL implementations being delivered on Air Force platforms conform to Link 16, Link 11, Link 22, VMF, JREAP, SIMPLE, SADL, DIS, and related TDL standards and interface definitions.
The Contractor shall insure the space is left clean and free of debris following the completion of the installation of the cabling and re-installation of the antenna.
