About this file

This document is a supplemental conditions addendum for the Hazard Mitigation Grant Program (HMGP) issued by a government entity in Florida. The HMGP supplemental conditions apply to grant projects in addition to existing CDBG-DR supplemental conditions and establish additional compliance requirements for contractors and applicants bidding on disaster relief and mitigation work. The document outlines federal provisions, statutory requirements, and performance expectations that contractors must acknowledge and certify compliance with upon submission of their proposals. Key requirements include adherence to 200 CFR Appendix II, compliance with the Vietnam Era Veterans' Readjustment Assistance Act (VEVRAA) for contracts valued at $150,000 or more, and compliance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act governing federal disaster assistance.

The supplemental conditions encourage the use of environmentally friendly construction practices and low-carbon materials with reduced embodied greenhouse-gas emissions as demonstrated through environmental product declarations. By submitting a response to any solicitation governed by these conditions, contractors must certify their understanding and compliance with all referenced federal regulations, statutory provisions, and disaster relief requirements. The document does not specify contract values, performance periods, or award timelines, as these conditions apply uniformly across multiple HMGP grant projects. No pricing information, set-asides, or funding amounts are detailed in this supplemental conditions document, which functions as a uniform requirements addendum applicable to all qualifying contracts under the HMGP.

In particular, Applicant encourages that the performance of this Contract include considering the use of low-carbon materials which have substantially lower levels of embodied greenhouse-gas emissions associated with all relevant stages of production, use, and disposal, as compared to estimated industry averages of similar materials or products as demonstrated by their environmental product declaration.

2. Federal Provisions. All Federal Provisions of 200 CFR Appendix II apply to this solicitation. By submitting a response, the Contractor certifies that they have reviewed, understand, and are in compliance with 200 CFR Appendix II.

Covered contractors must also take steps to employ and advance in employment qualified protected veterans.

Contracts covered by VEVRAA are subject to the implementing regulations found at 41 CFR Part 60-300.
