SUBJECT: Amendment No.01 to Request for Proposal N0. 72066819R00002 USAID Advancing HIV & AIDS Epidemic Control (AHEC)
REFERENCE: Request for Proposal Number: 72066819R00002, USAID Advancing HIV & AIDS Epidemic Control (AHEC)
1. Would USAID/South Sudan please include the grants under contract (GUC) authorization language as per ADS 302.3.4.13?
In addition to outlining the situations when GUCs are appropriate, ADS 302.3.4.13 also sets additional requirements for GUCs. As relevant to this contract, GUCs will adhere to the following applicable requirements:
USAID Response:
• GUCs will not be provided to Partner Government Entities.
• The contractor will be required to ensure all applicable provisions from ADS 303 are included in any grant.
• The Mission will be significantly involved in establishing the selection criteria and will approve the grantees.
• The Mission will ensure that requirements that apply to USAID-executed grants are also applied to grants that the contractor executes.
• The Mission will retain within the contract the ability to terminate the grant activities unilaterally in extraordinary circumstances.
• The CO will include FAR clause 52.203-16, Preventing Personal Conflicts of
Interest, and include a statement as part of the GUC provision that the contractor must follow the requirements of the clause in the selection and award of GUCs.
2. Would USAID/South Sudan kindly share or make available on the DEC the reports from the incumbent project, Strengthening the Provision of Primary Health Care for HIV Project (SPPHC)?
USAID Response: Attachment 1 - DEC Report from Strengthening the Provision of Primary Health Care for HIV Project (SPPHC).
3. To ensure that all offerors are responding to the same criteria, and in reference to Section C.5 Scope of Work, Component 1 (pg. 7), would USAID/South Sudan kindly provide a
Amendment No.01 listing of the facilities where the project is required to provide HIV care and treatment services; the COP20 required service delivery targets; and confirmation about whether there are any VMMC_CIRC service targets the offeror is responsible for achieving and, if so, in which geographical locations?
USAID Response: 1) Attachment 2 provide COP20 Targets.
2) The list of facilities where USAID currently operates, is provided in addition to description in section C.6: Geographic Focus and Coordination of the RFP reads “Geographic areas will be determined through the AWP process, as OGAC focus areas and conditions on the ground change. Initially, the Contractor must work in the current USAID focus areas of Nimule, Yambio, Juba, Bor, Rumbek, and Wau for Key Populations and Jubek State and Tambura County for Care and Treatment.
4. Will USAID please allow Offerers to use a smaller font size for tables, charts and graphics?
USAID Response: No
5. Will USAID please provide the anticipated start date for this contract?
USAID Response: October 1, 2020
6. Will USAID please provide the source of the statistics about the epidemic found in C.3 Background on page 6 of the RFP?
USAID Response: The data sources are included in the text of the document
7. Will USAID please confirm that the requirement to complete Section K, “Representations, Certifications and Other Statements of Offerors” is for the prime contractor only and that proposed subcontractors are not required to complete this section?
USAID Response: Only the Prime and Major Subcontractors are required to submit Representations, Certifications and Other Statements of Offerors.
Major subcontractors are those subcontractors whose proposed costs exceed 25% of the Offeror’s proposed total cost.

8. The RFP states on page 89 Part 5 - Past Performance, “(1) For contracts not in the Past Performance Information Retrieval System (PPIRS), offerors (including all partners of a joint venture) must use the “Past Performance Information Sheet” (included as Attachment 3) to list past performance information for itself with a cost between $20,000,000 and $40,000,000, with a period of performance falling within the last three years, and involving similar work as in Section C. All applicable fields must be completed. Offerors must not submit past performance information for contracts in
PPIRS.”
• Will USAID please confirm that Offerers can use cooperative agreements as past performance?
USAID Response: No, please only submit Contracts.
• Would USAID please allow Offerers to list past performance information with a cost under $20,000,000 or over $40,000,000 if it is highly relevant to Section C?
USAID Response: Yes, please make sure to include information regarding how the submitted past performance is highly relevant.
9. Is there an incumbent? If there is an incumbent; what is the previous contract number and Total Contract Value of the previous contract?
USAID Response: The incumbent to this request is Jhpiego, a Cooperative Agreement award No. AID-668-A-15-00001 with Total Estimated Amount (TEA) of $11.5 million and performance period of 5 years.
10. In Section L.8.1 it states, "Make proposals valid for 180 days", however, in Item 12 of SF33 it shows a "0". Can the offeror strikethrough that "0" and enter "180"?
USAID Response: Yes
11. Section F.3. states that the place of performance of this contract is in South Sudan. Will the contractor work and deploy from USAID facilities?
USAID Response: No.

12. Local Travel: Can the contractor use government conveyance to travel to the different areas (Nimule, Yambio, Juba, Bor, Rumbek, and Wau)?
USAID Response: Contractors will be required to provide their own transportation.
13. Under section M.3 Past Performance, the RFP states that an Offeror will be evaluated who is a not small business concerns, their utilization of Small Business concerns as subcontractors, including efforts in achieving small business participation goal. Should Offeror include a small business plan or information on past utilization on small business? In addition, is a Small Business Plan required?
USAID Response: No, a small business plan is not required
14. Under C.5, Scope of Work, is Offeror allowed to propose specific named Grants Under Contracts as part of the 1 million for the entire contract period of performance or is it to remain “to be determined”?
USAID Response: The Offeror can propose specific named grants.
15. Will USAID accept an estimated budget total in lieu of a detailed budget for local subcontractors that are unable to finalize a budget due to COVID-19 concerns and inaccessibility to local offices, with the expectation that budgets will be finalized upon award?
USAID Response: Yes, this is allowed. However, if an estimated budget is used, the Contractor will need to request consent to subcontract after award prior to engaging with the subcontractor.
16. Page 34 of the RFP states that "one salary increase (includes promotional increase) of not more than three (3) percent may be granted according to the Contractor's established policy and practice."
Will USAID please confirm that the 3% does not apply to local country staff?
USAID Response: This requirement does apply to local country staff. Please note that increases above 3% can be granted with prior CO approval.
17. Is the fee table under B.7, page 4, illustrative?
USAID Response: No.

18. The fee payment tables in Section B.7.a (pg. 4) show that if the contractor does not achieve 100 percent for a given performance target, the contractor will receive only a percentage of the fixed fee associated with that target. Because South Sudan AHEC is a Cost-Plus-Fixed-Fee (CPFF) type contract that is structured to incentivize the contractor to meet certain targets while maintaining flexibility to adapt implementation to achieve these targets, we respectfully request that USAID/South Sudan remove the tables in Section B.7.a and allow the contractor and USAID/South Sudan to follow the language of Section B.7.d (pg. 5), which states, “The contractor and USAID have the option to re-negotiate targets and fee schedule if there are mitigating external circumstances during the course of Contract implementation.” Adjusting the fee payment schedule with each annual work plan instead would allow the contractor to readjust and reallocate effort and resources as needed to achieve the most results attainable within the total estimated cost.
Any unpaid fee due to the contractor’s not achieving a certain result beyond its manageable control, such as the changing needs of local counterparts, can be reallocated among other or new deliverables in the work plan for the upcoming year. Should USAID/South Sudan wish to tie fee to the results as outlined in the tables of Section B.7.a, a Cost-Plus-Award-Fee (CPAF) type contract would be more appropriate and likely provide better value to USAID.
USAID Response: Section B.7 will remain as written.
