Update Summary 011000 - 1

SECTION 011000 – SUMMARY

PART 1 - GENERAL

1.1 PROJECT INFORMATION

A. Project Name and Location: Third Floor Historic Courtroom Woodwork Restoration, Grant US Courthouse, 204 South Main Street, South Bend, IN.

B. Project Summary Description:

1. This project is to take place within an historic Ceremonial Courtroom and should be treated with the utmost care and respect while carrying out the work.

2. Courtroom is approximately 47 feet x 52 feet with a 25-foot ceiling (field-verify dimensions)

3. The scope of this project includes restoration of the historic woodwork finish on the walls and inner doors of the 3rd Floor Historic Courtroom, including but not limited to:

a. Walnut veneer wall panels and surrounding solid wood trim.

b. 8-inch-high (VIF) horizontal solid wood wall trim at 9 feet above the floor.

c. 8-inch-wide (VIF) fluted solid wood vertical trim and carved capitals.

d. Four (4) sets of solid wood double doors and two (2) single doors leading in and out of the Courtroom. Doors may be removed for shop refinishing.

4. Excluded work:

a. Solid wood jams, heads and sills inside window openings – these were recently refinished as part of a separate project.

b. Ornamental metalwork – to be removed or protected as needed.

c. Marble wall base – to be protected as needed.

5. In compliance with the Secretary of the Interior’s Standards for Historic Preservation, GSA’s objective for this project is to preserve and enhance the original finish by employing a conservation approach to the finish restoration. A conservation approach would discourage stripping the original finish and instead stabilize finishes to the greatest degree possible while enhancing the finish without wholesale stripping of the original finish. Retaining the aesthetic of aged patina of the original finish of the paneling is desired.

6. The intended sequence of work is as follows:

a. Clean the existing finish with a non-solvent cleaning agent (oil soap, Simple Green or equal).

b. Lightly sand existing finish with 240 grit aluminum oxide sandpaper. Use wet methods and vacuuming to control and to collect all dust generated.

c. Touch up/ repair UV-damaged stain with low-VOC stain as required to match adjacent existing undamaged appearance. Stain may be applied to entire surface if required to give uniformity of color and appearance.

d. Cross-coat seal and sand with 240 aluminum oxide sandpaper.

e. Three topcoats of low-VOC clear finish AWI System 12 Polyurethane, Water-Based.

If additional coat(s) are needed, a change order will be negotiated to add that scope.

f. Hand rub with four (4) 0000 steel wool as necessary.

The Offeror shall identify the personnel proposed to fill key team member roles listed below and describes their roles and responsibility on this project. A proposed team member may serve in two (2) or more of the roles identified; if a team member is proposed to fill multiple roles, the proposal must list each role and outline the advantages to this approach. The Offeror shall provide resumes for each key team member clearly indicating their currently held position/title, proposed project position/title, education, qualifications, professional licensing, and work experience over the last five (5) years. Key team members include:

No substitution to key personnel shall be made without prior approval by the Contracting Officer.

In the event that personnel approved by the CO are unable to perform their duties due to death, illness, resignation from the Contractor’s employment, the CO’s request for removal, or similar reasons, the Contractor shall promptly submit to the CO, in writing, the name and qualifications of the proposed replacement with equal or superior qualifications. This replacement, if approved by the CO, shall be submitted to the Government within three (3) calendar days from the time of removal and shall in no way delay the project schedule. If the schedule is delayed due to the Contractor’s lack of timely submittal or lack of an equally qualified submittal, the Contractor shall be responsible for any and all resulting costs associated with the delay. Any approved substitutions shall be made at no increase in contract price and/or decrease in capabilities.

(2) Experience Providing Conservation/Restoration Services on Similarly Complex Project

This factor considers the extent of the Offeror’s past experience in providing similar conservation/restoration services. This factor will be evaluated based on the Offeror’s written response to the RFP and the past experience demonstrated by the presented projects.

The Offeror must demonstrate successful experience for the conservation/restoration of at least two (2) “similarly complex” projects substantially completed within the past ten (10) years;

current similar projects must be at least 75% complete to be considered relevant. A similarly complex project is defined as a project that is comparable in nature, type, and complexity as defined by the following characteristics:

● Project involved historic conservation/restoration of veneer wood paneling, solid wood doors and/or solid wood trim; (Qualifying historical projects would be defined as being 40

The Solicitation Pages 2 of 2 years of age or older at the time of proposed restoration and the conservation/restoration was addressing an original finish condition versus repairing/refinishing an already refinished conditions.)

● Project was performed in an occupied and functioning building, more specifically, a courthouse or similar historically significant property;

● Project included requirements for noise control

Complete one Experience Summary (Attachment B) for each project present in relation to this factor. The summary must explain how the characteristics of the project relate to the characteristics of the Historic Courtroom Woodwork Restoration project including, but not limited to, size/scope (including images), subcontractor coordination, tenant coordination, problem/issue resolution, and cost controls. Also, identify key team member, within the proposed project team, that worked on each project and what role(s) that team member fulfilled on the previous project. The similarity to the Historic Courtroom Woodwork Restoration project is more important than the quantity of projects presented.

(3) Past Performance on Similarly Complex Projects

This factor considers the past performance of the key personnel submitted under Factor 1 and the projects submitted under Factor 2. This factor will be evaluated based on the responses received from references. References must have thorough knowledge of the individual and/or project performance for the majority of the contract performance period; the quality of the reference information supplied will be considered. The Government reserves the right to use other government data available in its assessment. In accordance with FAR 15.306, the offeror will be given the opportunity to respond to adverse past performance information.

The Offeror shall provide two (2) references (a person or persons who may be contacted regarding the quality of the Offeror’s past performance) for each individual submitted under Factor 1 and/or project submitted under Factor 2. Reference information must be submitted on Attachment A – Past Performance Reference. At a minimum, the Offeror must provide the contact name, title, role on the project, current phone number, and current e-mail address for each reference.

The offeror is responsible for notifying all references that they may be contacted via telephone and/or e-mail within 5 business days of the proposal due date to provide feedback on the performance of the project they were involved with.

II.E. Other Information to Submit with Proposal

(2) Product Information

Provide a brief description (maximum 1 double-sided page) of durability and maintenance requirement of the resulting finish for all anticipated products. In addition, if other than a zero-or low-VOC product is proposed, provide the Material Safety Data Sheet and a description of how the hazard will be managed. GSA will review and determine if the product, durability and maintenance requirements are acceptable.

If the product(s) are determined unacceptable; the Offeror will have one opportunity to revise and re-submit their proposal with an acceptable product. This is a go/no-go requirement;

therefore, if a second set of product(s) are determined unacceptable, the Offeror will be removed from consideration for award.
