About this file
This document is a Statement of Work (SOW) for the Historic Window Restoration project at the Medgar and Myrlie Evers Home National Monument in Jackson, Mississippi. The project requires a contractor to comprehensively restore the home's existing steel casement windows, including complete paint and finish removal, rust elimination, hardware repair/replacement, broken glazing replacement, and refinishing using National Park Service-approved materials. Specific requirements include retaining original hardware wherever possible, replacing 12 individual broken window panes, applying a clear protective ballistic-resistant and UV-protective glazing film, and ensuring full window functionality while preserving the historic integrity of the windows.
The project has a 45-calendar day performance period from the Notice to Proceed, with work limited to weekday hours of 7:00 am to 4:00 pm Monday through Friday. Contractors must submit a detailed Technical Proposal demonstrating at least 10 years of experience restoring historic steel casement windows, including personnel listings, construction safety procedures for hazardous materials, and proposed restoration processes. The restoration must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties, with special care taken to avoid damaging adjacent exterior or interior materials and finishes. Payment will be processed upon project completion via an electronic invoicing system.

I. SCOPE:
The contractor shall furnish all labor, materials, tools, equipment, and supervision necessary for the repair, restoration and refinishing of the existing steel casement windows of the Medgar and Myrlie Evers Home located at 2332 Margaret Walker Alexander Drive, Jackson, MS 39213. This project will be completed under a single prime contract. Window restoration will be completed per the Secretary of the Interior’s Standards for the Treatment of Historic Properties and requirements listed below. Work to include the removal and stripping of all paint/finish from existing windows and hardware, removal of all rust and deterioration, repair/replacement of any damaged or inoperable features or hardware, replacement of broken glazing (3 individual panes), refinishing with NPS-approved materials and color selections (prime, body and finish coats), and site cleanup. Special care to be taken as to not damage any of the existing adjacent exterior or interior materials and finishes.
Offerors are encouraged to propose process improvements and industry best practices in their proposals.
BACKGROUND: The Medgar and Myrlie Evers Home National Monument sits at 2332 Margaret Walker Alexander Street (formerly Guynes Street) in Jackson, Mississippi. It is significant at the local, state, and national level for its association with Medgar Wiley Evers and Myrlie Beasley Evers, who made major contributions to advancing the goals of the civil rights movement. It is also significant as the site of Medgar Evers’s assassination on June 12, 1963. A white supremacist shot and killed Medgar Evers in the carport of his home. His was the first murder of a nationally significant civil rights leader. The assassination focused national attention on the necessity for civil rights legislation and forced Myrlie Evers into a more prominent, national role for the NAACP where she continued to promote issues of racial equality and social justice.
II. PROJECT REQUIREMENTS:
• Technical Proposal with project schedule to describe the plan to complete the project.
Contractors are encouraged to provide detailed and specific information on their technical proposal for the project. This document shall address the contractor’s plan to complete each and all of the five (5) bulleted tasks identified below. This document allows the review of the contractor’s plan to ensure the contractor possesses a thorough understanding of what is required to complete the work. The Technical Proposal shall address what person/group/subcontractor is doing what, and in what order with expected time durations. At a minimum, proposed persons/contractors shall be listed that will perform the following tasks:
o Listing of all personnel and subcontractors o Experience restoring historic steel casement windows (min. experience of 10 years) o Proposed construction schedule and timing of activities.
o Construction Safety and Procedures pertaining to hazardous materials / lead-based paint o Proposed window restoration processes and procedures.
Note: windows to remain in-place and not to be removed.
A Technical Proposal is required as part of the proposal package and shall also be the basis for a Technical Approach. The Technical Approach shall be submitted and approved by the CO and COR prior to starting any work.

Window Restoration Requirements
1. Full Window Functionality
The contractor shall inspect, assess, and restore all steel casement windows to ensure full operability, including smooth opening, secure closing, and functional locking mechanisms.
All original hardware—including but not limited to hinges, handles, latches, stays, and limiters—shall be retained, repaired, and restored wherever possible.
Replacement of hardware shall only occur if repair is not feasible. Any replacement hardware must be in-kind, matching the original in material, design, finish, dimensions, and period-appropriate character to ensure preservation of the window’s historic integrity.
2. Removal and Replacement of Glazing
The contractor shall remove all existing glazing from each steel casement window— regardless of condition—and replace it with new glazing that is in-kind and historically appropriate, matching the original in:
• Size
• Thickness
• Visual quality
• Character
A total of twelve (12) individual panes have been identified as currently broken and shall be replaced accordingly.
3. Application of Protective Glazing Film
The contractor shall apply a clear, non-tinted protective glazing film to all windowpanes (new and existing). The film must meet the following minimum specifications:
• Ballistic-resistant (bulletproof or bullet-resistant) in accordance with an industry-recognized standard (e.g., UL 752 or equivalent)
• UV-protective, blocking a minimum of 99% of ultraviolet light
• Non-reflective and distortion-free, preserving the original character and appearance of the windows
• Compatible with historic materials and finishes
Application of the film shall be in accordance with the manufacturer’s specifications and recognized best practices to ensure unobtrusive appearance, long-term durability, and no impact to operability or aesthetics of the historic windows.
07550 -5
• After project award, the contractor shall complete a site visit to field verify all conditions and requirements for all windows and related components. The total area of windows is approximately 185 square feet. Refer to Attachment A: drawings, elevations and window dimensions.
• If applicable, all permitting requirements and associated costs are the responsibility of the contractor. All requirements to follow and complete the permit through construction and permit closeout is the responsibility of the contractor.
• Prepare and submit submittals required by this SOW and individual specifications. All submittal approvals are required before commencement of work.
• A Contractor Safety Plan is required for this project. As with many old and new building materials, potential hazards exist in historic steel windows that require careful handling.
Lead-based paint is likely among the built-up paint layers found on casements. Refer to the lead sample documentation along with the recommendations for lead-based paint in the NPS-provided condition assessment (Attachment B).
• Contractor shall have limited use of site for construction operations. Do not disturb portions of project site beyond areas in which the work is indicated. Confine parking and storage of materials to locations identified by NPS.
• Removal of all demolition debris and material from site. Construction and demolition debris shall be disposed of in accordance with all environmental local, state and federal requirements.
• Site cleanup.
