STATEMENT of OBJECTIVES for the WAREHOUSE MODERNIZATION SERVICES For VA HINES, IL

1. BACKGROUND & MISSION

The Department of Veterans Affairs (VA) Commodities and Services Acquisition Service (CSAS) and the Denver Logistics Services (DLS) manage holistic supply chain management for the VA National Audiology, Prosthetics, and Telehealth Programs; and supports VA and other Government agencies with professional acquisition and logistical services. The VA CSAS and DLS procures, stocks, and distributes worldwide commodities that include hearing aids, hearing aid accessories, cochlear implants and accessories, assistive listening devices and accessories, assistive devices, apnea devices and accessories, batteries, prosthetic socks, orthotic soft goods, aids for the visually impaired and Home Telehealth equipment and peripherals. This is a contract that performs a service in any of the three DLS warehouses located in Golden and Lakewood, Colorado and the Service Distribution Center (SDC) in Hines, Illinois. The DLS receives products in bulk and stores the contracted products in the warehouse until a clinician orders the product for a veteran. The DLS collects the product and ships it directly to the Veteran or Veterans Health Administration facility or contracted facility.

2. PURPOSE

This is a services contract to provide consultation for “Warehouse Modernization Services for Veterans Affairs (VA) Denver Logistics Services (DLS).”

Type of Contract. The Government will award ----To be Determined.

The purpose of this SOO is to assess developing requirements for a warehouse modernization effort to employ systems and products that will meet the growing needs of our customers and the integrity of our operations. With a modernized program in place, the DLS will be able to expand and provide more efficient redundancies for our VA and VHA partners.

Scope. The contract is to provide consultation and advice to the DLS of engineering studies, operation improvement analysis, the array of warehousing services and designs, as well as support services and software available to ensure continuity of operations: receiving, storage, refurbishment, recycling, and fulfillment of all VA procured equipment. The Contractor shall safeguard all government property that may be contained in the warehouses, consider green initiatives, and maximize space utilization.

3. SCOPE OF Work.

The following section specifies the Performance Objectives and Performance Elements for the contract.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the required service.

The contractor shall conduct on-site evaluations, engineering studies, and operation improvement analysis of all DLS/SDC processes in Golden and Lakewood, CO and Hines, IL. The processes shall include receiving, fulfillment, inventory, disposition. The contractor shall consider operational capabilities beyond the receipt, storage, and shipment of approximately 23% growth over 5 years when considering a plan of action and report of analysis.

Developing strategies to improve Return on Investment (ROI). Define strategies that consider an appropriate combination of automation technologies and lean, minimal contact process that will result in quick and sustainable ROI.

Provide information and implementation management of warehouse automation with real-time distribution and inventory management software. Software shall be customizable, scalable, integrate with existing systems, and operate at a high-performance with large quantities of inventory information. Ability to demonstrate, manage, and perform system acceptance testing, operator training, and provide support documentation.

Quality Control. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is how the contractor assures themself that the work complies with the requirement of the contract.

4. DELIVERABLES

The contractor shall produce a report of operation improvement analysis in writing, as well as an advisable Modernization Plan. At a minimum, the Modernization Plan shall address the following:

· Written understanding of VA needs and agreement of the scope of each consulting project/site

· Conducting research, surveys, and analyzing data to gain insights into the operations

· Detecting issues, investigating and providing ways to resolve them

· Assessing the pros and cons of possible strategies

· Exploring business problems and modeling different solutions

· Providing updates through meetings and compiling and presenting information orally, visually and in writing to keep DLS/SDC current on progress

· Making recommendations for improvement and presenting these to DLS/SDC

· Provide implementation strategies for agreed solutions and timelines
