PERFORMANCE WORK STATEMENT

FOR

High School Level Algebra 1, Geometry, Algebra II (AGA) Core Curriculum and High School Math Lab Curriculum

1 GENERAL INFORMATION

1.1 Agency

1.1.1 For school year (SY) 2020-21, the Department of Defense Education Activity (DoDEA) will provide PK-12 instruction to approximately 66,000 dependents of military and civilian employees. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain and Italy. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. In addition, DoDEA operates fully accredited Virtual High School with teaching hubs in each DoDEA region: Americas, Europe, and Pacific.

1.1.2 DoDEA schools have various grade configurations, with the most common being PK-5, 6-8, and 9-12. Of DoDEA’s 159 brick-and-mortar schools. Eighty-one schools have students in grades 6-12 with approximately 12,700 students. Six of the 81 schools only have grade 6. Forty of the 81 schools have students in grades 9-12. There is also a Virtual K-8 School and a Virtual High School.

1.1.3 Military-connected students experience high mobility rates across the nation and throughout the world. Therefore, DoDEA makes a concerted effort to mitigate transitional barriers to military-connected students’ success, working toward a worldwide systemic education network.

1.1.4 DoDEA has adopted College and Career Ready Standards (CCRS) in mathematics, literacy, the arts, social studies, and science, which are rigorous, research-based, and reflect the knowledge, skills and dispositions students need for success in college and/or careers and are aligned with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS), College, Career, and Civic Life (C3) Framework for Social Studies State Standards, and Society for Health and Physical Education Standards (SHAPE AMERICA. DoDEA has also adopted the International Society for Technology in Education (ISTE) Standards for Students.

1.2 Background

1.2.1 DoDEA’s core courses are Algebra I, Geometry, Algebra II and also offer Accelerated Math 8/Algebra I to students enrolled in Middle School. Accelerated Math 8/Algebra I cover half of the 8th grade standards and all of Algebra 1 standards. Upon completion of Accelerated Math 8/Algebra 1 students receive high school Algebra I credit. DoDEA has three types of class schedules: traditional periods, A/B block, and 4 x 4. Class schedules vary by school.

1.2.2 DoDEA students have been using the EngageNY open resources for the Accelerated Math 8/Algebra I (Middle School Algebra I), Algebra I, Geometry, and Algebra II courses’ core curricula. DoDEA also obtained digital supplementary resources to support the print resources.

1.2.3 DoDEA offers three high school math lab courses: Algebra I lab, Geometry lab, and Math lab III. Students who need additional support are enrolled in a math lab course. Algebra I lab supports and reinforces concepts taught in Algebra I and Geometry lab supports and reinforces concepts taught in Geometry. Math Lab III supports and reinforces upper level mathematics courses such as Algebra 2, Discrete Mathematics, or Advanced Functions. Students are enrolled in lab courses for at least one semester.

1.2.3 Two Community Strategic Plan priorities apply to this requirement. Priority 1 addresses the adoption of the CCRS—rigorous, research-based, and reflect the knowledge and skills our students need for success in college and careers. Priority 2 requires the establishment of an organizational structure with the capacity to effectively manage, operate, and sustain a high-quality, worldwide, unified PK-12 school system to ensure our students achieve the CCRS.

1.3 Scope of Work

1.3.1 DoDEA requires off-the-shelf instructional materials for students and teachers for three core courses: Algebra I (including Middle School Accelerated Math 8/Algebra I), Geometry, and Algebra II and three elective intervention (lab) courses: Algebra I lab, Geometry lab, and Math lab III. DoDEA requires an intensive mathematics intervention program (individual, small group and/or whole group instruction to meet student needs) with the goal of building proficiency levels from below grade level to the expected grade level performance for struggling math students. The purpose of the intervention program is to provide explicit, systematic interactive instruction between the teacher and student accelerating learning from below-level understanding to expected end-of-year standards mastery. Intervention resources must support students in acquiring and/or sharpening the requisite skills they need to increase their mathematical thinking and computational skills. The intensive mathematics intervention program will supplement not supplant the core instructional materials, which are utilized daily. The intensive mathematics intervention program will support learners that are at least a half year below grade-level expectations and is essential for meeting the needs of all learners to become College and Career Ready. The instructional materials include print and digital resources and include formative and summative assessments. The core instructional resources must be print, digital only is not sufficient. The main instruction for the core instructional resources should not require a digital component. They must be aligned to the CCRSM, which are identical to the Common Core State Standards, Mathematics (CCSSM). Professional learning to implement the program with fidelity and throughout the Base Years of contract needs to be available. DoDEA may award up to two contracts: one contract for the core courses and one contract for the Intervention (Lab) courses—both with a 5-year base period and one option year.

1.3.2 The estimated Base Year 1 requirement for the AGA core and AGA Lab courses is shown below. After Base Year 1, the annual replace/replenish requirement is expected to be 5-10 percent of the Base Year 1 amount.

2 REQUIREMENT (OBJECTIVES)

2.1 Objective 1: Professional Learning

Provide virtual professional learning to enable teachers to implement the program effectively. Digital Modules are included in the base period of the contract. DoDEA will (1) provide the facility, internet access, and audio-visual equipment and (2) distribute the session evaluations to participants.

2.1.1 Task 1, Professional Learning Plan (Core and Lab Courses) – The contractor shall:

2.1.1.1 Provide a professional learning plan to include high-quality professional learning, using the assumption that twelve hours of live virtual professional learning spread over four days occurs in Base Year 1. Finalize draft plan based on written feedback from the contracting officer’s representative (COR).

2.1.1.2 For all professional learning the Contractor shall:

1) Provide a draft outline and summary of the professional learning. Finalize within 10 days after receipt of written feedback from the COR.

2) Provide all handouts and resources digitally unless permission is granted in writing by the COR for print materials.

3) Provide a draft session evaluation to be given to participants upon completion of the professional learning. Note: DoDEA will finalize and administer the session evaluation.

4) Provide a digital archive of the professional learning (Video or SCORM package, see 2.4.6.3) for asynchronous viewing for participants who are unable to attend the live professional learning.

5) Present professional learning virtually including facilitator guides, as a dry run to DoDEA HQ personnel. Final PL outline, PowerPoints, handouts and evaluation shall incorporate the written feedback provided by the COR.

2.1.1.3 Include an implementation monitoring tool with coaching strategies for building administrators and above-school level support staff.

2.1.2 Task 2, For the live virtual teacher professional learning (Core Courses), the contractor shall:

2.1.2.1 provide a minimum of 4 days (12 contact hours) of training —US, Europe, and Pacific time zones — Base Year 1. Twelve total additional contact hours Base Year 2 and 3. Provide Note: Exact dates and times will be finalized post-award in consultation with the Contractor. Time zones include:

· Americas: Eastern Standard Time (EST) 8am – 3:30pm

· Europe: Central European Time (CET) 8am – 3:30pm

· Pacific: Japan Standard Time (JST) 8am – 3:30pm

2.1.2.2 Ensure the live virtual trainings are accessible using software/web extensions that are subscription-free to DoDEA and require no additional hardware or software for operation except those identified in Technical Exhibit #2, System Requirements.

2.1.3 Task 3, For the live virtual teacher professional learning (Lab Courses), the contractor shall:

2.1.3.1 Provide a minimum of 2 days (12 contact hours) of training —US, Europe, and Pacific time zones. Note: Exact dates and times will be finalized post-award in consultation with the Contractor. Time zones include:

· Americas: Eastern Standard Time (EST) 8am – 3:30pm

· Europe: Central European Time (CET) 8am – 3:30pm

· Pacific: Japan Standard Time (JST) 8am – 3:30pm

2.1.3.2 Cover—at a minimum—the following four topics: (1) overview and exploration of instructional resources, (2) use and implementation of resources to intentionally and purposefully plan and facilitate interventions, (3) best practices for classroom implementation, and (4) gathering student data to document progress and inform instruction utilizing the components of the Contractor’s resources.

2.1.3.3 Ensure the live virtual trainings are accessible using software/web extensions that are subscription-free to DoDEA and require no additional hardware or software for operation except those identified in Technical Exhibit #2, System Requirements.

2.1.4 Task 3, Professional Learning Digital Modules (Core and lab courses) – The contractor shall:

2.1.4.1 Provide four sets of digital professional learning modules approved by DoDEA—one for teachers/school-based specialists and one for principals and above-school-level staff and specialists. Both sets of modules shall (1) include facilitator guides, (2) be designed and presented by experienced subject matter experts, (3) be housed on the DoDEA learning management system (LMS).

2.1.4.1.1 The teacher/school-based specialist modules shall provide a facilitator guide shall be designed for use in either a train-the trainer professional development setting or in a professional learning community setting. The modules shall total four hours in length, capable of being presented in two 2-hour sessions, if needed and able to be posted on DoDEA’s LMS.

2.1.4.1.2 The principal or school-level administrator modules shall provide an overview of the print and digital resources so principals can (1) provide instructional leadership, (2) perform classroom walk-through using the module’s observation guide, and (3) address general questions about the program from all stakeholders. A facilitator guide and classroom observation guide shall be provided. The module shall be two hours in length, capable of being presented in 30-minute sessions and able to be posted on DoDEA’s LMS.

2.1.4.2 All modules—including facilitator guides—shall be presented virtually as a dry run to DoDEA HQ personnel. Final modules shall incorporate the written feedback provided by the COR.

2.1.4.3 Ensure that the modules are SCORM®-compliant. Note: DoD Instruction 1322.26 mandates electronic courseware be developed in compliance with the latest possible version of the SCORM® packages. For additional information, see www.dtic.mil/whs/directives/corres/pdf/132226p.pdf.

2.1.4.4 Be designed and delivered in multiple formats to include mobile platforms and all digital assets (HTML web pages, Flash interactives, video components, and all related stock images). Two sets of module files, a master set and a low bandwidth set shall be delivered as a completed course. The master set shall contain modules with rich media elements; the low bandwidth set shall contain duplicate modules in plain text.

2.1.4.5 Include virtual resources delivered via the internet such as simulations, games, scenarios, case studies, role playing, and opportunities. Interactive elements such as large Flash objects and videos, shall be inserted, not embedded, into the lesson as user initiated links. All flash and video assets shall be differentiated from text objects in the web folder structure with no streaming video services required for proper video delivery.

2.1.4.6 Ensure the modules are subscription-free and require no additional hardware or software for operation except those identified in Technical Exhibit #2, System Requirements.

2.2 Objective 2: Shipping

Provide delivery and shipping to ensure the required print materials reach the required destinations in a timely manner.

2.2.1 Task 5, Shipping – The Contractor shall:

2.2.1.1 Ship all print materials and manipulatives to the Americas by either commercial carrier or USPS and to Europe and the Pacific only by commercial carrier. Note: Delivery orders will include door-to-door addresses.

2.2.1.2 Deliver web-based materials three days after receipt of delivery order.

2.2.1.3. Deliver print materials 30 calendar days after receipt of delivery orders for US sites and 45 calendar days after receipt of delivery orders for overseas sites.

2.2.1.4 Provide a written Shipment Notification upon shipment of material. NOTE: This may be transmitted electronically:

2.3 Objective 3: General Requirements

Meet with DoDEA as required. Make resources available throughout the contract period. Ensure privacy issues are handled according to the PWS. Follow base security requirements for any face-to-face professional learning that occurs on US bases. Meet the travel requirements for any travel associated with the face-to-face professional learning.

2.3.1 Task 6, Meetings—The Contractor shall:

2.3.1.1 Medium and Minutes: Provide the medium through which each conference/meeting occurs, record each meeting’s minutes, and submit them to the COR within two business days of the event.

2.3.1.2 Post-Award Conference: Participate in a video- or teleconference with the COR five business days after award in accordance with FAR Subpart 42.5.

2.3.1.3 IT Meeting: Convene a video- or teleconference with DoDEA Information Technology staff ten business days after award. (See Technical Exhibit #4.)

2.3.1.4 Other Post-Award Meetings: Meet with the Contracting Officer, COR, and/or other Agency personnel, as appropriate to review Contractor performance, as required by DoDEA. At these meetings the Contracting Officer may discuss the Government’s view of Contractor performance, and the Contractor shall apprise the Government of problems, if any, being experienced. The Contractor shall take appropriate action to resolve any outstanding issues raised by the Government.

2.3.1.5 Attendance: Attend virtual meetings at no additional cost to the Government. Note: Costs associated with attendance at face-to-face meetings, if any, shall be handled/paid for as stated in the contract.

2.3.2 Task 7, Availability: The Contractor shall make resources available throughout the contract award.

2.3.3 Task 8, Section 508 Compliance—Ensure Contractor resources, wherever applicable, meet the following requirements:

1) IT Requirement: Ensure electronic hardware and software procured under this contract/purchase order comply with Section 508 of the Rehabilitation Act of 1973, as amended, (29 U.S.C. 794d) and the Architectural and Transportation Barriers Compliance Board Electronic Information Technology (EIT) Accessibility Standards (36 CFR part 1194). Further information may be found at http://www.section508.gov.

2) Deliverable Requirement: Ensure outputs/deliverables do not adversely affect accessibility features of existing EIT technologies. Ensure EIT related to the requirements of the contract are accessible to people with disabilities, per 29 U.S.C 794(d). Ensure outputs/deliverables to include functional performance, information, documentation, and support requirements are considered. Standards from 36 CFR Part 1194 Subpart B, C, and D apply to this acquisition.

2.3.4 Task 9, Optical Character Resolution (OCR) Requirement: Provide, upon request, two digital OCR copies of print materials in one or more of the following formats:

· Digital Accessible Information System (DAISY)/ National Instructional Materials

· Accessibility Standard (NIMAS) with cascading style sheet

· HyperText Markup Language (HTML)

· Portable Document Format (PDF), (unlocked, embedded fonts, single page)

2.3.5 Task 10, Privacy—The Contractor shall:

2.3.5.1 User Accounts: Wherever applicable, the Contractor shall require individual accounts to possess unique usernames and passwords that do not require personally identifiable information (PII)—first and last name and any other unique personal information—to access online content.

2.3.5.2 Contractor Personnel: All Contractor personnel assigned to this contract shall take proper precautions to protect information from disclosure. All agency-owned or agency-controlled personally identifiable information shall be collected and/or stored in accordance with the relevant requirements of the Privacy Act, 5 U.S.C—http://www.archives.gov/about/laws/privacy-act-1974.html.

2.4 Objective 4, Contractor Manpower Requirement Application (eCMRA)

Complete/submit reporting requirements annually, per the eCMRA website.

2.4.1 Task 11, eCMRA: The Contractor shall report all of its labor hours (including subcontractor labor hours) required to perform the services provided under this contract via a secure data collection site. The Contractor shall complete all required data fields. Reporting inputs shall be for labor executed during each fiscal year’s period of performance (Oct 01 – Sep 30). While inputs may be reported any time during the fiscal year, all data shall be reported no later than October 31 of each calendar year. Contractors shall use the following URL both to fill out the abovementioned data fields and to contact the help desk for assistance: https://www.ecmra.mil.

Requirements / Objectives The tasks listed above are to help the Contractor gain a better understanding of the requirements and are not all-inclusive. The Contractor is expected to develop a total solution in accordance with a performance-based approach.

3 CONSTRAINTS

3.1 Period and Place of Performance

Base period of five years and one twelve-month option period. Work performed at the Contractor’s facilities.

3.2 Holidays and Hours of Operation

Contractor personnel shall be available during the hours of 9AM to 3PM Eastern Standard Time (EST), except for Federal holidays and Federal government closures/shutdowns. The following list shows all recognized Federal holidays:

3.3 Key Functions—The Contractor shall provide the following: Project Manager/ Alternate Project Manager, Technology Manager; and Program Specialists. They shall be available, between the hours of 9:00 AM and 3:00 PM EST, Monday – Friday, except for Federal holidays or when the Government facility is closed for administrative reasons.

3.3.1 Program Manager/Alternate: Provide a program manager to be responsible for the performance of work. The name of this person and an alternate who shall act for the Contractor when the program manager is absent shall be designated in writing to the Contracting Officer. The program manager or alternate shall have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract.

3.3.2 Technology Manager: Provide a technology manager to be responsible for (1) maintaining the web-based data management system and (2) assisting DoDEA personnel with the use of the Contractor’s websites.

3.3.3 Program Specialists: Provide program specialists to include, but not necessarily be limited to, the professional learning experts to train (1) DoDEA staff in the used of the core math resources and (2) DoDEA train-the-trainers.

3.3.4 Qualifications: Provide program manager/alternate and technology manager with at least one year of experience in a similar role. Provide program specialists who have at least three years of experience in a similar role.

3.3.5 Changes: Personnel provided as replacements to key functions after contract award shall meet or exceed the qualifications and experience of those provided upon award of the contract. Notify the COR in writing regarding all personnel changes ten business days in advance of the change.

3.4 Security Requirements

3.4.1 Data: All data developed as a result of any work awarded under this contract is and shall remain the property of the Government.

3.4.2 Privacy: All Contractor personnel assigned to this contract shall take proper precautions to protect information from disclosure. All agency-owned or agency-controlled personally identifiable information shall be collected and/or stored IAW the relevant requirements of the Privacy Act, 5 U.S.C, per http://www.archives.gov/about/laws/privacy-act-1974.html.

3.4.3 Personnel Security Requirements and Building Access: The Contractor shall ensure all applicable personnel working on this contract and each task order— including subcontractors—meet the following security requirements for Contractors to protect against unauthorized disclosure of sensitive but unclassified (SBU) data. SBU data include but are not limited to information protected from disclosure by the Privacy Act, 5 U.S.C. § 552a. Prior to the start of any work, any employee of the Contractor, its proposed subcontractors, and proposed consultants shall complete/sign non-disclosure agreements. All applicable personnel shall:

· Be US citizens or possess lawful permanent resident status.

· Be subject to an applicable background investigations in accordance with DoDEA guidelines. Note: Applicable personnel shall not begin working on this contract until all security forms have been properly completed and submitted to the DoDEA security office.

· Wear a DoDEA/Contractor-issued identification card when working in a Government facility.

Note: Applicable personnel, who undergo background investigations that reveal but are not limited to the following, may be unacceptable under this contract: conviction of a felony, a crime of violence or a serious misdemeanor; or a record of arrests for continuing offenses. The Government reserves the right to determine if a Contractor employee assigned to a task order shall continue on the task order. The Contractor shall agree to remove the person assigned within one business day of official notification by the Government and provide a replacement within five business days. New hires or substitutions of personnel are subject to the applicable DoDEA investigation requirement.

3.4.4 Visitor Policies: Ensure Contractor personnel strictly comply with established DoDEA visitor policies pursuant to DoDEA Regulation 4700.2, Internal Physical Security, and DoDEA Regulation 4700.1, DoDEA Antiterrorism Program and Standards. This compliance shall include the mandatory use of visitor badges necessitating the positive identification of all visitors and contract employees. Note: Visitor or contract employees’ non-compliance with the visitor policy will be documented for follow-up with the contracting officer or installation commander, as appropriate.

3.4.4.1 Identification Badges: Provide identification badges to all Contractor personnel assigned to this contract. 3.4.4.2 Security: Contractor personnel shall neither disclose nor cause the dissemination of information concerning the operation of US bases to anyone without a need-to-know basis in performing the contract. The Contractor shall notify the COR of all inquiries regarding performance of this contract that may cause or require dissemination of official inform-ation. Note: Written authorization must be granted by the DoDEA Security Management Division, prior to the release of any official DoD or US Government information.

4 GOVERNMENT-FURNISHED RESOURCES

4.1 Contracting Officer Representative (COR): The Government identifies the COR by a separate letter, a copy of which is sent to the Contractor. The letter states the COR’s responsibilities and limitations, especially with regard to changes in prices, estimates or delivery dates.

4.1.1 Duties: COR is authorized to (1) monitor contract performance to ensure contract requirements are met, (2) notify the KO and Contractor of any deficiencies; (3) perform inspections as necessary in connection with contract performance, (4) maintain written and oral communication with the Contractor concerning aspects of the contract such as issuing written interpretations of technical requirements, including drawings, designs, and specifications; and (5) coordinate availability of Government-furnished property and provide site entry for Contractor personnel, if applicable.

4.1.2 Limitations: COR is not authorized to change any of the terms or conditions of the contract. Note: The authority to make any contractual changes resides solely with the Contracting Officer.

4.2 Quality Assurance Surveillance Plan (QASP): The Government will utilize a QASP to monitor Contractor performance on the contract, which can change at any time during the life of the contract. As such, the Government reserves the right to unilaterally edit the QASP at its discretion. The QASP primarily (1) focuses on what the Government will do to ensure the Contractor has performed IAW the performance standards and (2) defines how the performance standards will be applied, frequency of surveillance, and minimum acceptable quality/performance.

4.3 Facility and Related Support: The Government will provide the facilities, internet access, and audio-visual equipment for face-to-face professional learning. DoDEA will provide escorts for presenters while at a DoDEA school.
