Notice of Intent to Sole Source
The Department of Energy, Idaho site office (DOE-ID) Acquisition Management Division, on behalf of Radiological and Environmental Sciences Laboratory (RESL) intends to negotiate with Advanced Measurement Technology of Oak Ridge, TN on a sole source basis under the authority of FAR Subpart 13.106-1(b)(1). I hereby determine that a ORTEC GEM100 & an ORTEC GEM150 High Purity Germanium Detector are available from only one source, and competition is precluded for the reasons indicated below.
Specific characteristics of the high purity germanium gamma ray spectroscopy system detectors that limit the availability to a sole source are proprietary, electrically cooled ORTEC pop-top configuration. Only this suggested one source can furnish the requirements, to the exclusion of other sources, because the required configuration is proprietary and required to be compatible with the high purity germanium gamma ray spectroscopy system.
RESL modified its high purity germanium gamma ray spectroscopy system in 2009 by converting all of its detectors to electrically cooled ORTEC pop-top configuration. The pop-top configuration is proprietary and there is no other manufacture of these type of detectors. RESL desires to purchase a 100%, relative efficiency, pop-top detector and a 150%, relative efficiency, pop-top detector from ORTEC to use in its environmental gamma-ray measurement counting system that is used in support of the US Department of Energy Mixed Analyte Performance Evaluation to make verification measurements of the various environmental matrices/samples that RESL produces to support this program.
Department of Energy anticipates issuing an award to Advanced Measurement Technologies in the total amount of $220,363.44 for both the GEM100 and GEM150 High Purity Germanium Detectors. The individual cost for each is estimated to be as follows:
ORTEC GEM100 High Purity Germanium Detector is estimated to cost $82,556.38 ORTEC GEM150 High Purity Germanium Detectors is estimated to cost $137,807.06
Interested parties that believe they could satisfy the requirements listed above for DOE may identify their capabilities in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted as a response to this notice will be used solely to determine whether competitive procedures could be used for the acquisition. Any questions regarding this notice must be submitted in writing via email to, Kendra Leatherwood at, leatheka@id.doe.gov. All responses to this notice of intent must be submitted by April 9, 2019 no later than 1600 (4:00 PM) MST.
